CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 6:30 p.m. INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF AMERICA FLAG AND TEXAS FLAG Mayor Cole gave the Invocation and Councilmember Luke Orlando led the Pledge of Allegiance to the United States of America Flag and Texas Flag. He also spoke regarding the need for a City Project Manager. CONSENT AGENDA A. Consideration and Possible Action - Approval of Minutes City Council Regular Meeting Minutes - February 8, 2021 B. Consideration and Possible Action - Resolution No. R2021 - 43 - Resolution of the City Council of the City of Pearland, Texas, authorizing an Amended Sub -recipient Agreement with the Pearland Neighborhood Center to extend the contractual time for performance, associated with the expansion of City -owned property located at 2335 N. Texas Avenue, to September 30, 2022. Councilmember Orlando made the motion, seconded by Councilmember Little, to approve Consent Agenda Item A. AYES: Orlando, Carbone, Kamkar, Hernandez, Little, Perez, Owens. NAYS: None. City Council Regular Meeting - Mar 01 2021 The motion carried. Consent Agenda Item A is approved. NEW BUSINESS 1. Consideration and Possible Action — Second and Final Reading of Ordinance N. 1599 - An Ordinance of the City Council of the City of Pearland, Texas, authorizing issuance of City of Pearland, Texas, water and sewer system revenue bonds, series 21A; prescribing the terms thereof; providing for the payment thereof; awarding the' sale thereof; making other provisions regarding such bonds and matters incident thereto. Councilmember Carbone made the motion, seconded by Councilmember Little, to adopt the Second and Final Reading of ordinance No.1599. AYES: Orlando, Carbone, Hernandez, Little, Perez, Owens. NAYS: Kamkar. The motion carried. Ordinance No. 1599 is adopted. 2. Consideration and Possible Action - First Reading Ordinance No. 220-12 - An Ordinance of the City Council of the City of Pearland, Texas, amending Chapter 30, Utilities, Article 1, IN N 1L, and Article 11, RATES ' AND CHARGES, S, f the code of ordinances; providing a penalty for violation; contain-ing a savings clause and a severability clause; providing for codification, publication, and an effective date. Mayor Pro -Tem Hernandez made the motion, f seconded by Councilmember Little, to approve the First Reading of Ordinance No. 220-12. AYES: Orlando, Carbone, Kamkar, Hernandez, Little, Perez, Owens. NAYS: None. The motion carried. 3. Presentation and Discussion: Alcoholic Beverage Local Option Election No action taken. 4. Consideration and Possible Action Resolution No. R2021- 44 - A Resolution of the City Council of the City of Perland, Texas, amending the City Council Rules and Order of Business ("Rules") as guidelines for the organization and governance of the City Council. Councilmember Kamkar made the motion, seconded by Councilmember Little, to adopt Resolution No. 82021-44 with the addition of a threshold amount of $499,999 for Consent Agenda Items and to revise language in Section 9 to read "which shall include roll call voting". AYES: Orlando, Carbone, Kamkar, Hernandez, Little, Perez. NAYS: Owens. The motion carried. City Council Regular Meeting - Mar 01 2021 . Consideration and Proposed Action - Resolution No. R2021-46 -A Resolution of the City Council of the City of Pearland, Texas, amending the Council Meeting times and dates for 2021. Councilmember Little made the motion, seconded by Mayor Pro -Tem Hernandez, to adopt Resolution No. R2021-46. AYES: Orlando, Carbone, Kamkar, Hernandez, Little, Perez, Owens. NAYS: None. The motion carried. Resolution No. R2021-46 is adopted. . Consideration & Possible Action - Direction from the City Council for Adjustments to Utility Billing Charges incurred during the week f February 14, 2021 due to implications of the February 2021, Texas Severe Winter Weather Event. Councilmember Carbone made the motion, seconded by Mayor Pro -Tem Hernandez, to adopt Option 4. AYES: Orlando, Carbone, Kamkar, Hernandez, Little, Perez, Owens. NAYS: None. The motion carried. City Council adjourned into Executive session at 8:20 p.m. City Council returned from Executive Session at 9:05 p.m. NEW BUSINESS CONTINUED . Councilmember Carbone made the motion, seconded by Councilmember Little, to terminate the professional services contract as discussed in executive session.
