CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 6:32 p.m. INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF AMERICA FLAG AND TEXAS FLAG Councilmember Woody Owens gave the Invocation and City Attrney Darrin Coker led the Pledge of Allegiance to the United States of America Flag and Texas Flag. = i ROLL CALL AND CERTIFICATION OF QUORUM Mayor J. David Little Councilmember Trent Perez Councilmember ber Woody Owens City Manager Clay Pearson City Attorney Darrin Coker City Secretary Crystal Roan CITIZEN COMMENTS TS Jeffrey Hunkele, 3912 Oakwood Drive North, Pearland, Texas, thanked Mayor Cole for his leadership during the Winter Storm. Mr. Hunkele updated Council on an excessive water bill item he spoke about at a previous council meeting, stating that the City did credit the elderly citizen's account. He stated that some citizens are concerned with how the Winter Storm will affect their sewer seasonal average and the meter reads. George Baltrukevich, 1915 Winding Creek Dr., stated his concerns regarding the sewer line on his street that is caving in. Allen Smith, 2929 Perdido Bay Ln., stated his suggestion to have LED lights display facts about Pearland at traffic lights. He stated this could decrease automobile accidents. =. Carol Art - ucek, 6117 Broadway, spoke on the State of the City Address. CONSENT AGENDA A. Consideration and Possible Action - Resolution No. R2021- 32 - Resolution of the City Council of the City of Pearland, Texas, amending a contract for design services with Dannenbaum Engineering Corporation, in the additional amount of $255,109.15 City Council Regular Meeting - Feb 22 2021 (total contract amount of $'1,367,840.65), associated with the Smith Ranch Road Expansion Project. ; B. Consideration and Possible Action - Resolution No. R2021-37 - A Resolution of the i City Council of the City of Pearland, Texas, awarding a unit supply contract for the purchase of office supplies to staples Advantage via Burwell cooperative contract, in the estimated amount of $100,000.00, for the period of April 10, 2021 through April 9, 2022. Councilmember Orlando made the motion, seconded by Mayor Pro -Tem Hernandez to adopt Resolution No. R2021-37. AYES: Orlando, Carbone, Hernandez, Kamkar, kar, Little, Perez, Owens. NAYS: None. Consideration and -Possible Action - First Reading of Ordinance No. 528-9 - An Ordinance of the City Council of the City of Pearland, Texas repealing Chapter 6, Animal {and Fowl, of the City of Pearland Code of Ordinances in its entirety, as it may have been amended from time to time, and adopting a new Chapter 6, Animals and Fowl; having a savings clause; severability clause;, having a repealer clause; providing for codification; and providing an effective date and for publication. City Council Regular Meeting - Feb 22 2021 MC • New Business Item No. 3 was postposed to a future City Council Meeting: 4. Consideration and Possible Action -- First Reading of Ordinance No. 1599 - An Ordinance of the City Council of the City of Peariarnd, Texas, authorizing issuance of City of Pearland, Texas, water and sewer system revenue bonds, series 2021A; prescribing the terms thereof; providing for the payment thereof; awarding the sale thereof; making other provisions regarding such bonds and matters incident thereto. Councilmember Carbone made the motion, seconded by Councilmember Little, to approve the First Reading of Ordinance No. 1599. AYES: Orlando, Carbone, Hernandez, Little, Perez, Owens. NAYS: Kamkar. The motion carried. 5. Consideration and Possible Action - Resolution No. R2021-40 - Resolution of the City Council of the City of Pearland, Texas, amending the Construction Manager at Risk contract with PLIC Waterworks to include Early Work Package N. 1, in the • amount of $19,995,251.00 for construction services associated with the John Hargrove Water Reclamation Facility Expansion Project. Mayor Pro -Tem Hernandez made the motion, seconded by Councilmember Perez,- to adopt Resolution N . R2021-40. AYES: Orlando, Carbone, Hernandez, Little, Perez, Owens. NAYS: Kamkar. The motion .carried. Resolution No. R2021-40 is adopted. 6. Input and Discussion -- Current Status and Priorities from Week of February 14 Weather Emergency and resulting power losses, water system interruption, damage to facilities, etc. No action taken. 7. Consideration and Possible Action - Resolution No. 2021-41 - Resolution of The City Council ofthe City of Pearland, Texas, extending the Mayor's February 18, 2021 Declaration of Disaster associated with the imminent threat and public health emergency resulting from the February 2021 Texas Sever Winter Storm (3554 -TP). Councilmember Ka kar made the motion, seconded by Councilmember Perez, to adopt Resolution n N . R2021-41. AYES: Orlando, Carbone, Hernandez, Kamkar, Little, Perez, Owens. NAYS: None. The motion carried. Resolution No. R2021-41 is adopted. 8. Consideration and Possible Action Resolution No. R2021-42 - Resolution of the City Council of the City of Pearland, Texas, temporarily waiving building permit fees, associated with the repair of homes and businesses damaged by the effects, City Council Regular Meeting - Feb 22 2021 of the February 2021 Texas Severe Winter Storm ("Winter Storm"), until March 5, 2021. • Mayor Pro -Tem Hernandez made a motion, seconded by Counciimember Orlando,. to amend the language to read that the wavier is retroactive to February 18th to last through March 12th. Mayor Pro -Tem Hernandez withdrew the amended motion. There were no objections. Mayor Hernandez made a motion to amend the amended motion, seconded by Councilmember Orlando, to have the wavier last through the end of March. AYES: Orlando, Carbone, Hernandez, Kamkar, Little, Perez, Owens. NAYS: None. The motion carried to amend Resolution No. R2021-42 to extend the date of waiving the permit fees to March 31, 2021. Councilmember Lillie made the motion, seconded by Councilmember Perez, to adopt Resolution No. R2021-42 as amended. AYES: Orlando, Carbone, Hernandez, Kamkar, Little, Perez, Owens. NAYS: None. The motion carried. . , Consideration and Possible Action - Resolution No. R2021-35 - A Resolution of the City Council of the City of Pearland, Texas, adopting City Council Rules and Order of Business ("Rules") as guidelines for the organization and governance of the City Council. Councilmember Perez made the motion, seconded by Councilmember Little, to adopt Resolution No. R2021-35. AYES: Orlando, Carbone, Hernandez, Little, Perez. NAYS: Kamkar, Owens. The motion carried. Resolution No. R2021-35 is adopted. MAYOR/COUNCIL ISSUES FOR CITY COUNCIL DISCUSSION There were none. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE Section 551.074 - Personnel Matters - Regarding City Council ratification of the City Manager's appointment of the Chief Financial Officer.
