REQUEST BY THE CITY OF PEARLAND FOR AN AMENDMENT TO THE LAND USE AND URBAN
DEVELOPMENT ORDINANCE, SECTION 25, HOME OCCUPATION, TO ALLOW REGISTERED FAMILY
HOMES IN CERTAIN RESIDENTIAL ZONES AND ALSO AMENDING THE GRID OF USES AND DEFINI-
TIONS ACCORDINGLY.
1. Terry Moses, 5007 Rockland. Mrs. Moses stated she was in favor of the amendment
mainly because she believes parents should have a choice of where they want their
children to be.

amendment. She believes this is a very important issue and feels strongly about
it.

Mayor Reid read into the records the following letter from the Chairman of the
Planning and Zoning Commission, Leroy Savoie:

Re: Application No. 9
Councilmembers:
At the Regular Meeting of November 2, 1987, the Planning and Zoning Commission
considered the request by the City of Pearland Planning and Zoning Commission for an
amendment to the Land Use and Urban Development Ordinance, Section 25, Home
Occupation, to allow Registered Family Homes in certain residential zones and also
amending the grid of uses and definitions accordingly. Helen Beckman made a motion
to recommend to Council approval of request as submitted. Mary Starr seconded the
motion and motion passed 7-0.
The Planning and Zoning Commission is presenting this for Council's consideration.

DEVELOPMENT ORDINANCE AMENDING SECTION 29.6, ENFORCEMENT AND PENALTIES, CHANGING
MAXIMUM FINE FROM $1000.00 TO $2000.00.

City Attorney Luke Daniel spoke in favor of the proposed amendment stating a recent
violation case, whereby the individual was fined $1000.00 a day for the offense, has
not gotten their attention. The State now allows us to go up to $2000.00 per day per
violation, Mr. Daniel stated, and he believes the City should do so.

There was a brief discussion concerning the feasibility of following the guidance
from the State in increasing the maximum fine to $2000.00.
