DESIGNATION OF CITY SECRETARY TO RECEIVE APPLICATIONS FOR CANDIDACY FOR JANUARY 16, 1988 SPECIAL CITY OFFICERS' ELECTION It was moved by Councilmember Tetens, seconded by Councilmember Bost, that Council designate the City Secretary to receive applications for candidacy for the January 16, 1988 Special City Officers' Election for Member of the City Council Position No. 5 (Unexpired Term) Motion passed 4 to 0. RESOLUTION NO. R87-28, RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, ORDERING THE HOLDING OF A SPECIAL CITY OFFICERS' ELECTION ON TBE SIXTEEN9.'H DAY OF JANUARY, 1988, FOR THE PURPOSE OF ELECTING ONE MEMBER OF THE CITY COUNCIL TO COMPLETE AN UNEXPIRED TEEM Resolution No. R87-28 read in its entirety by Councilmember Roberts. It was moved by Councilmember Roberts, seconded by Councilmember Bost, that Resolution No. R87-28 be passed and approved on the first and only reading. It was moved by Councilmember Bost, seconded by Councilmember Tetens, that Resolution No. R87-29 be passed and approved on the first and only reading. ORDINANCE NO. 545, AN ORDINANCE DECLARING THE PUBLIC NECESSITY FOR ACQUISITION OF A TEMPORARY 20' WIDE WORNUNG EASEMENT TO FACILITATE COMPLETION OF DRAINAGE IMPROVEMENTS ALONG F. M. 518 IN THE CITY AND DECLARING AN EMERGENCY Ordinance No. 545 read in its entirety by Councilmember Tetens. (First and Only Required Reading) It was moved by Councilmember Tetens, seconded by Councilmember Frauenberger, that Ordinance No. 545 be passed and approved on the first and only reading as an emergency ordinance. Said Ordinance No. 545 reads in caption as follows: ORDINANCE NO. 545 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, DECLARING THE PUBLIC NECESSITY FOR ACQUISITION OF A TEMPORARY WORKING EASEMENT IN CONNECTION WITH DRAINAGE IMPROVEMENTS ALONG F. M. 518 IN THE CITY; DECLARING AN EMERGENCY DUE TO THE IMPEND- ING DATES OF BID LETTING AND CONSTRUCTION; AND HAVING OTHER PRO- VISIONS RELATING TO THE SUBJECT. Voting "Aye" - Councilmembers Roberts, Bost, Tetens and Frauenberger. Voting "No" - None. Motion passed 4 to 0. MEETING RECESSED TO EXECUTIVE SESSION AT 7:55 P. M. UNDER TEXAS REVISED CIVIL STATUTES, ARTICLE 6252-17, SECTION 2 Mayor Reid read, from the posted agenda, the topic to be discussed in Executive Session. MEETING RETURNED TO OPEN SESSION AT 8:47 P. M. - NO ACTION TAKEN Mayor Reid read the following item that was discussed in Executive Session and signed a certification to that effect: UNDER SUBSECTION (g) PERSONNEL - Council discussed Council Appointee.
