Wilkins, Box 58170 #797, Houston. Mr. Wilkins stated he was representing the owners of the land. At present, on the property is a non -conforming mobile home park. They are requesting this zone change in order to construct, under HUD Section 202 program, a senior citizens development for the elderly and handicapped. Richard Szopski, 2107 Mary's Creek West. Mr. Szopski stated he owns seven acres adjacent to the property and had concerns about the project decreasing the value of his property and he did not want this to turn into a slum area. 2. Randy Rohden, 14301 Hatfield. Mr. Rohden stated that this proposed project •-" 139 seems to have more disadvantages than advantages. 3. Lee Thomas, 14330 Hatfield. Mr. Thomas had concerns about increased traffic on the streets and about sewage system to the property. 4. Dolores Thomas, 14330 Hatfield. I�+'yIM /,► : ►II : ►+`�,I�I: JAI: /:1 When questioned by City Attorney Daniel, Mr. Wilkins replied that the property will r-•- remain a mobile home park if the requested zone change is not approved. Mr. Wilkins said he believed that the recent letter from HUD, a copy received by the City today, was another step in the process to obtain funding. In answer to questions raised by Council, Planning & Zoning Commissioners and Staff, Mr. Fred Ascarian, architect for the project, stated that the property will be owned by a non-profit organization formed by LULAC. He described the proposed development as 68 one-story housing units constructed of brick and wood, with a community center building and green space provided for. The development will be fenced, and the project will be constructed and operated along HUD requirements and guidelines. JOHNSTON, AGENT FOR FRANK AND DONNA WADDLE, OWNERS, FOR AMEND- MENT TO THE LAND USE AND URBAN DEVELOPMENT ORDINANCE OF SAID CITY, FROM CLASSIFICA- TION GB, GENERAL BUSINESS TO C, COMMERCIAL ON THE FOLLOWING DESCRIBED PROPERTY, TO - WIT: Lots 1 and 2, Block 13, Pearland Townsites (4004 Jasmine) 1. Audrey Johnston, 5310 Rockland. Ms. Johnston stated she was representing the owners, Mr. & Mrs. Waddle, who are requesting a zone change to Commercial on the property because property around the area is zoned commercial and they have a potential buyer who wishes to use the property for a canning and bottling company. 2. Carole Alford, 2907 Yorkshire. Ms. Alford stated she is the potential buyer. 140 She plans to make and bottle picante sauce, meeting all health codes and federal and state regulations. PERSONS SPEAKIM AGkUCT ME PROPOSED REQUEST No one spoke against the proposed request. In a brief discussion between Council, Commissioners and Staff, City Attorney Luke Daniel read into the records correspondence from Woodrow Lesikar, owner of property within 200 feet of the property proposed to be rezoned.
