When questioned by City Attorney Daniel, Mr. Wilkins replied that the property will
r-•- remain a mobile home park if the requested zone change is not approved. Mr. Wilkins
said he believed that the recent letter from HUD, a copy received by the City today,
was another step in the process to obtain funding. In answer to questions raised by
Council, Planning & Zoning Commissioners and Staff, Mr. Fred Ascarian, architect for
the project, stated that the property will be owned by a non-profit organization
formed by LULAC. He described the proposed development as 68 one-story housing units
constructed of brick and wood, with a community center building and green space
provided for. The development will be fenced, and the project will be constructed
and operated along HUD requirements and guidelines.
In a general discussion between Council and Planning and Zoning Commissioners, some
of the concerns expressed were about an R-4 zone being used as a buffer between R-2
zoning and whether this project met the subdivision requirements.
