Wicker Luke L. Daniel Kay Krouse The invocation was given by Mayor Tom Reid. The. Pledge of Allegiance was led by Officer Jim Hodges, President of Pearland Police Officers Association. It was moved by Councilmember Tetens, seconded by Councilmember Roberts, that the minutes of the Regular Meeting of April 13, 1987, be approved with the following correction. Minute book, page 103, third paragraph, second sentence should read: Councilmember Roberts will chair committee handling formal dedication ceremonies and 0=1k, activities. Motion passed 5 to 0. MANOR'S ACTIVITY REPORT Mayor Reid read a proclamation proclaiming May 10 - 16, 1987, as National Peace Officer Week in the City of Pearland and May 15 as National Peace Officer Day. Accepting the proclamation were Chief of Police Bob Riemenschneider, Officer Jim Hodges, and Diana Jones, Chairman of Police Officers' Wives Association. Mayor Reid read a proclamation proclaiming April 26 - May 2, 1987, as National Volunteer Week in Pearland. Councilmember Roberts accepted the proclamation. Mayor Reid proclaimed May 1 - May 7, 1987, as National Pet Week in Pearland. Councilmember Tetens accepted the proclamation. Mayor Reid reported he attended a scouting event on April 23 at the Pearland High School cafeteria where he received, on behalf of the City, a Certificate of Apprecia- tion from the Pearland Girl Scouts in recognition of community support of Girl Scouting. C, 04 V10 •4h 6111DI •Nay• •� City Manager Ron Wicker reported the City received delivery on three new police cars. They are Ford LTD's and very nice looking. Mr. Wicker advised that the move -in date for the new City hall now looks like June 1. City crews are putting in grass around the site and will be planting trees, according to a landscape architect's plans. Quite a few of the trees will be non-bearing pear trees. City Attorney Luke Daniel reported the first Animal Control Board hearing was held last week. The cause of the hearing was an animal attack. The Board came to a decision that since the animal has been removed, they would not order its destruction 107 but should it be brought back into the, City, the animal must be destroyed. The Board has requested that notice be given to the citizenry that if anyone has knowledge of severe animal bites and attacks to humans or other animals, they report that to our Animal Control Officer. / ''' 1 WN1101 I/ / I 104 U, 1:4 00V 11 II /, 0 110. It was moved by Councilmember Tetens, seconded by Councilmember Bost, that Council appoint James Garner and Mary Starr, each to a three-year term on the Planning and Zoning Commission. Motion passed 5 to 0. Roy Baker, local manager for Entex Gas, explained that on March 27, 1987, Entex filed with the City a Statement of Intent to adjust the natural gas rates in Pearland. This adjustment would amount to .63¢ per month per bill or just under 2-1/20 increase for cost of service. City Attorney Luke Daniel instructed Council on the various avenues of action the Council could take on this matter. It was moved by Councilmember Frauenberger, seconded by Councilmember Mack, that no action be taken by Council and that the rates go into effect on schedule May 1. (First Reading) It was moved by Councilmember Roberts, seconded by Councilmember Bost, that Ordinance No. 534 be approved on the first of two readings. APPOINTMENT OF FIVE MUERS TO THE ZONING BOARD OF ADJUSTMENT FOR A TWO-YEAR TERM Mayor Reid advised for Council consideration that the Personnel Committee has contacted three members and they have agreed to serve an additional term. Mr. Max White, 2105 Pinehil 1, Pearland, phone number 485-7506 has agreed to serve as a new member; and one vacancy remains, which will be filled at a later date. It was moved by Councilmember Bost, seconded by Councilmember Tetens, that E. W. Wasek, Henry Clore, Nick Boyko, and Max White be appointed as members of the Zoning Board of Adjustment for a two-year term. Motion passed 5 to 0. NEW BUSIl*SS (Continued) ORDINANCE NO. 535, ORDINANCE ESTABLISHING SPEED LIMITS DURING CONSTRUCTION ON A PORTION OF F. M. 518 WITHIN CORPORATE CITY LIMITS City Manager Ron Wicker explained that the State Department of Highways and Public Transportation, prior to getting involved with any type construction in a community, requires that construction speed zones be adopted. This ordinance would establish speed limits during construction on a portion of F. M. 518 basically between Westminister and 0.2 of a mile from the Galveston County line. In answer to a question about the wording in the ordinance describing the widening to a "four lane divided roadway with curb and gutter," Mr. Wicker responded that he checked with an employee of the State today and was told that the wording meant four moving lanes and that five lanes would be constructed. Ordinance No. 535 read in caption by Councilmember Bost. (First Reading) It was moved by Councilmember Bost, seconded by Councilmember Tetens, that Ordinance No. 535 be approved on the first of two readings. R87-12, RESOLUTION CHANGING THE SE7CCOND REGULAR. MEETING DATE IN MAY, 1987, DUE TO MDUUAL DAY BOLSDAY City Manager Ron Wicker recommended that the Council meeting date which falls on Memorial Day be changed to Tuesday, May 26, 1987. Resolution No. R87-12 read in its entirety by Councilmember Mack. 109 It was moved by Councilmember Mack, seconded by Councilmember Tetens, that Resolution No. R87-12 be passed and approved on the first and only reading. Said Resolution No. R87-12 reads in caption as follows: RESOLUTION ND. CITY ACCEPTANCE OF SPRINGFIELD SUBDIVISION STREETS, WATER SYSTEM, SANITARY SEWER SYSTEM AND DRAINAGE Public Works Director Bill Thomasset reported that everything is in order and recommended acceptance for public use and operation by the City, the common use facilities which have been constructed in the Springfield Subdivision. It was moved by Councilmember Frauenberger, seconded by Councilmember Roberts, that Council accept Springfield Subdivision streets, water system, sanitary sewer system and drainage. Motion passed 5 to 0. EESIGNATION OF RONAID J. WICKER, CITY MANAGER, AS 7M CONTACT TO COORDINATE EFFORTS TO COMPLY WITH REVENUE SHARING HANDICAPPED REGULATIONS City Manager Ron Wicker explained that previously Gary Jackson, the Assistant City Manager, was designated as that contact; therefore, now that Gary is gone, if Council so desired, he would be that contact. I It was moved by Councilmember Bost, seconded by Councilmember Tetens, that Ronald J. Wicker, City Manager, be designated as the contact to coordinate efforts to comply with Revenue Sharing handicapped regulations. Motion passed 5 to 0. (a) It was moved by Councilmember Tetens, seconded by Councilmember Bost, that invoice dated April 21, 1987, Dansby & Miller, AIA Architects, for inspection services on new City Hall, in the amount of $2,607.18 be approved and payment made from the appropriate funds. Motion passed 5 to 0. (b) It was moved by Councilmember Tetens, seconded by Councilmember Bost, that Application for Payment No. 11, IASCO, Inc. for construction of new City Hall, in the amount of $90,506.50 be approved and payment made from the appropriate funds. Motion passed 5 to 0. (c) It was moved by Councilmember Tetens, seconded by Councilmember Bost, that Application for Payment No. 3, Gehring Construction, Inc., for Sanitary Landfill pit excavation and lining, in the amount of $14,669.46 be approved and payment made from the appropriate funds. In answer to questions by Council, Public Works Director Bill Thomasset informed that, as yet, the pit has not been sealed and there is a good possibility that we will have to issue a change order for the contractor to do some additional work; we may have to dig a shallower pit and put in a heavier liner.
