The Hearing was called to order with the following present:

PURPOSE OF THE HEARING: REQUEST OF W. A. HEMPHILL, AGENT FOR JOHN J. ADAMS, OWNER
FOR SPECIFIC USE PERMITS, IN AN R-2 RESIDENTIAL DISTRICT, FOR ANY OR ALL OF THE
FOLLOWING:
APPLICATION NO. SP -7 AGRICULTURAL ANIMAL HUSBANDRY
APPLICATION NO. SP -8 FARM ACCESSORY BUILDING
ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
Lot 13, Section 6, H. T. & B.R.R. Co. Survey, Abstract 544,
Allison Richey Gulf Coast Home Co. Subdivision

Mayor Reid opened the Hearing with some introductory remarks followed by comments
from Leroy Savoie, Chairman of the Planning and Zoning Commission.

1. Mr. Hemphill, 12211 Palmston, Houston, Texas. Mr. Hemphill advised that his
intentions were to purchase the property and he submitted, for Council and Commission
review, his plans to build a 36' x 140' building containing 15 stables and living
quarters on one end.
2. Mr. Osvaldo Ortiz, 6933 Flamingo, Houston, Texas. Mr. Ortiz stated that he now
understands what Mr. Hemphill is proposing to do with the property and he is in favor
of the request.
PERSONS SPEAMU AGAINST THE PROPOSED REQUEST - None
QUESTION AND ANSWER PERIOD
A general discussion followed between members of Council, Staff and Planning and
Zoning Commission concerning this request. Some of the questions asked of Mr.
Hemphill dealt with the distance the stables would be from other residences, how many

horses would be sheltered there and whether or not he would be complying with the new
Animal Control Ordinance.
The Hearing adjourned at 8:04 P. M.
