The Hearing was called to order with the following present:

PURPOSE OF THE HEARING: REQUEST BY JACK W. AND ALICE L. RUMFIELD FOR SPECIFIC USE
PERMIT FOR A CHILD CARE FACILITY IN AN R-2 DISTRICT ON THE FOLLOWING DESCRIBED
PROPERTY TO -WIT:
Lots 3 and 4, Block 1, Twin Creek Woods Subdivision
(1134 Union Valley)
Mayor Reid opened the Hearing with some preparatory remarks, followed by comments
from Planning and Zoning Chairman Leroy Savoie.

1. Helen Gabriel, 2406 Jacquelyn, Pearland. Mrs. Gabriel stated she has known the
Rumfields for four years. They keep her two children and she feels they provide a
safe and caring atmosphere for the children.
2. Shirley Laird, 1129 Bobby, Pearland. Mrs. Laird stated she lives behind the
Rumfields and feels their keeping the children in their home poses no problem to the
neighborhood.
3. Sheila Hamm, 8001 Swiss, Houston, Texas, 77075. Mrs. Hamm stated that the
Rumfields provide a home atmosphere for the children.
4. Tom Limero, 11522 Sagewind Dr., Houston, Texas, 77089. Mr. Limero stated he
teaches school in Pearland and selected Alice Rumfield to care for his child because
the Rumfields provide an excellent home environment.
5. Cheryl Scarmardo, 7734 Glenolta, Houston, Texas. Mrs. Scarmardo stated she
teaches school in South Houston and has a lot of trust in the type of care her child
receives by the Rumfields.
6. Mrs. L. 0. Walker, 1136 Union Valley, Pearland. Mrs. Walker stated she lives
next door to the Rumfields and that they keep a very neat yard and she approves of
their keeping children as long as there are no signs advertising the fact.
7. Beth Chapman (did not sign register). Mrs. Chapman stated that she too feels
that the Rumfields provide a nice atmosphere for her children to stay.
8. Sharon Baldridge, 2205 Bunker Hill, Pearland. Mrs. Baldridge stated that she had
a special child with Down's syndrome and Mrs. Rumfield does well with the child and
gives her individual care that she would not receive at a nursery school.
9. Joyce Wilson, 1130 Union Valley, Pearland. Mrs. Wilson stated she lives next
door to the Rumfields and she approved of their request.
10. Dave Hamm, 2303 Meadowgreen, Pearland. Mr. Hamm stated that the Rumfields were
his parents and he believes they are providing a very good service to the children
they care for.
11. Roy Haran, 8801 Swiss, Houston, Texas, 77075. Mr. Hamm stated that he too feels
that his parents are providing a very good service to the children in their care.
12. Kerry Wilson, 1130 Union Valley, Pearland. Mr. Wilson stated he lives next door
to the Rumfields and that he has never seen a problem with traffic at their
residence.
13. Alice Rumfield, 1134 Union Valley, Pearland. Mrs. Rumfield stated that she has
lived in the area for seven years and has been keeping children for about four years.
The children are supervised at all times. Her back yard is fenced and there are toys
for the children to play with. She provides good meals and the children have their
own beds to rest on.
1. James Hughes, 3413 Robinson, Pearland. Mr. Hughes stated has he lived in the
neigh- borhood for 18 years and reading from his deed restrictions he remarked that
all the lots, with the exception of Lot 1 for water purposes and Track A for a park,
are to be used for residential purposes only. Therefore, he is against the request.
2. Mike Audish, 3438 Lethbridge, Pearland. Mr. Audish stated he does not want to
see any business in the neighborhood, so he is against the request.
3. David Gilmore, 1108 Bobby, Pearland. Mr. Gilmore stated he has resided in the
area for 20 years and he, too, is against any commercial use going into the neighbor-
hood.
4. W. A. Marshall, 5618 Brookside Rd., Brookside Village. Mr. Marshall stated he is
opposed to the request and wants the area to remain residential only.
5. Ruby Greenroad, 3419 Lethbridge, Pearland. Mrs. Greenroad spoke against the
request.
6. Bob Pond, 3403 Meadowville, Pearland. Mr. Pond stated he is against any
commercial endeavor in the neighborhood.
Mayor Reid read a letter into the records from Cynthia Broussard, 5415 Cunningham
Drive, Pearland. In this letter Mrs. Broussard said she was in favor of the
Rumfields request.
Members of the Council and Commission questioned Mrs. Rumfield about the number of
children she keeps now; the maximum number she intends to keep; liability insurance
covering the children; number of people supervising the children; and the hours
involved in the care of the children.
Mrs. Rumfield presented for Council's and Commission's review the State's minimum
standards for Registered Family Homes. Mrs. Rumfield stated she would like to be
registered as a Family Home Care facility.
