MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING
AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON AUGUST
12, 1996, AT 7:00 P. M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY
DRIVE, PEARLAND, TEXAS.
The hearing was called to order with the following present:

PURPOSE OF THE HEARING: Application No. 69
REQUEST OF PERRY BRIZENDINE, AGENT FOR GEORGE H. McCAA,
OWNER; FOR AN AMENDMENT TO THE LAND USE AND URBAN
DEVELOPMENT ORDINANCE OF SAID CITY FROM CLASSIFICATION
SUBURBAN DEVELOPMENT DISTRICT (SD) TO COMMERCIAL DISTRICT 41
(C) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
1.00 ACRE OF LAND OUT OF A 3.144 ACRE TRACT OF LAND OUT OF
LOT 23 OF THE ALLISON-RICHEY GULF COAST HOME COMPANY'S
SUBURBAN GARDENS SUBDIVISION OF SECTION 8, H.T.&B.R.R. CO.
SURVEY, A-504, BRAZORIA COUNTY, TEXAS, SAID SUBDIVISION
RECORDED IN VOL. 2, PG. 23 OF THE PLAT RECORDS OF BRAZORIA
COUNTY, TEXAS (6905 BROADWAY).
STAFF REVIEW:
Assistant City Manager Richard Burdine reviewed the area involved in the proposed
request.

QUESTION AND ANSWER PERIOD
Councilmember Jerry Richardson inquired about the current status of this
property. Commissioner Peggy Mayfield -Royer explained that this area has been
a car lot in the past, but has been vacant for some time.
Councilmember Helen Beckman inquired about the properties located on each
side of the area in question. Commissioner Mayfield -Royer stated that there is a
strip building on the Roy Road side which contains an air conditioning company
and a carpet company. On the other side of the property, there is a finishing
business and a tool rental business.

PURPOSE OF THE HEARING: Specific Use No. 43
REQUEST OF CHERYL & DOUGLAS COLLINS, AGENTS FOR LEE
A" DETENBECK, OWNER; FOR A SPECIFIC USE PERMIT TO ALLOW FOR
ANIMAL HUSBANDRY IN A SINGLE FAMILY DWELLING DISTRICT (R-2)
ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
4 5.00 ACRES OF LAND, MORE OR LESS, BEING THE NORTH '/2 OF LOT
37, SECTION 6, H.T.&B.R.R. CO. SURVEY, ABSTRACT 544, AS
RECORDED IN VOLUME 136, PAGE 501, OF THE DEED RECORDS OF
BRAZORIA COUNTY, TEXAS (HATFIELD ROAD).
STAFF REVIEW:
Assistant City Manager Richard Burdine reviewed the proposed request.
PERSONS WISHING TO SPEAK IN SUPPORT:
1. Douglas Collins - 3907 Springforest. Mr. Collins addressed Council with
regard to his proposed request, and explained that the permit is being
sought so that he can build his home on this property and he plans to
have a horse for his daughter. He noted that there are five acres on either
side of his property.
PERSONS WISHING TO SPEAK AGAINST:
None
QUESTION AND ANSWER PERIOD
Councilmember Richard Tetens commented that he did not feel that the animal
husbandry definition was specific enough; therefore, he requested that if this
request is granted, that the specific use should be limited to the reason that Mr.
Collins stated - keep horse(s).
ADJOURNMENT
The public hearing on Specific Use No. 43 was adjourned at 7:15 p.m.
Mayor Reid announced that the Planning & Zoning Commission would move to the
Second Floor Conference Room immediately following the public hearing.
