The Hearing was called to order with the following present:
Mayor Pro Tem/Councilmember Stella Roberts
Councilmember Richard Tetens
Councilmember David Smith
City Manager Ronald J. Wicker
Assistant City Manager Donald Birkner
City Secretary Kay Krouse
Absent from the Hearing: Mayor Tom Reid, Councilmembers James Bost and William Wolff.
PURPOSE OF THE HEARING: DISCUSSION OF TEXAS CAPITAL FUND AND OTHER ECONOMIC DEVELOP-
MENT POSSIBILITIES

Assistant City Manager Donald Birkner explained that the Texas Capital Projects Find
is a part of the federal Community Development Block Grant Program and the main
purpose in using these funds is for the creation of jobs or potential of jobs. At
least 51% of the jobs created will benefit low and moderate income families, Mr.
Birkner said. To participate in this program, a city must be under 50,000 popula-
tion. The city may submit a loan application that would provide assistance to a
private business; however, the city's obligation would only be to assure adequate
paper records are kept and to see whether the firm actually creates the jobs that it
says it will for the benefit of low and moderate income persons. At the next
Hearing, scheduled for March 30, Mr. Birkner said, Mr. Reifel with Reiton Corporation
will make a presentation on his proposed project which could mean the start-up of a
new high technology industry in Pearland.
Mr. Richard Wiltz, Economic Development Coordinator of Houston -Galveston Area
Council, spoke about his organization's involvement in programs currently available
for cities wishing to promote economic development and to create jobs in their areas.
Mr. Wiltz distributed brochures concerning these programs.
