1996-07-22 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTESMINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON JULY 22, 1996, AT 7:00 P. M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The hearing was called to order with the following present: Mayor Tom Reid Councilmember Helen Beckman Councilmember/Mayor Pro Tem Jerry Richardson Councilmember Larry Wilkins Councilmember Kevin Cole P & Z Chairman Pat Lopez P & Z Vice Chairman Emil Beltz Commissioner Marshall Eggers Commissioner Rob Larsen Commissioner Jeffery O'Brien Commissioner Randy Patro Commissioner Peggy Mayfield -Royer City Attorney Amy McCullough City Secretary Yolanda Benitez Others in attendance: Assistant City Managers Glen Erwin and Richard Burdine, and City Engineer John Hargrove. Absent: Councilmember Richard Tetens and City Manager Paul Grohman PURPOSE OF THE HEARING: Application No. 68 REQUEST OF SWANELLE SPRADLEY, AGENT FOR TED K. SPRADLE'', OWNER; FOR AN AMENDMENT TO THE .LAND USE AND URBAN DEVELOPMENT ORDINANCE OF SAID CITY FROM CLASSIFICATION 25 SUBURBAN DEVELOPMENT DISTRICT (SD) TO COMMERCIAL DISTRICT (C) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT: LOT 8, CONTAINING 2.50 ACRES, OUT OF THE T.P. MAHANAY 80 -ACRE TRACT, BEING THE EAST 1/20F THE NORTHWEST '/a OF SECTION 15, H.T.&B.R.R. CO. SURVEY, A-241, BRAZORIA COUNTY, TEXAS, ACCORDING TO THE MAP RECORDED IN VOLUME 441, PAGE 265 OF THE DEED RECORDS OF BRAZORIA COUNTY, TEXAS (6910 BROADWAY) . STAFF REVIEW: Assistant City Manager Richard Burdine reviewed the property involved in the proposed request. He explained that it was a portion of a previous request which had been denied. PERSONS WISHING TO SPEAK IN SUPPORT: 1. Richard Spradley - 7126 Broadway. Mr. Spradley requested Council approval with regard to the proposed request. He stated that the property would be used for landscape supply. PERSONS WISHING TO SPEAK AGAINST: None QUESTION AND ANSWER PERIOD P & Z Commissioner Jeffery O'Brien inquired about the size of the machinery to be kept on the property for his landscape business. Mr. Spradley replied that the property would be leased out to the landscape business, and he estimated that the largest piece of machinery would be a two -yard loader, but he was not certain. Councilmember Kevin Cole requested clarification on the type of business which will be at this property. Mr. Spradley noted that the property would be used for a landscape supply business. ADJOURNMENT The Public Hearing on Application No. 68 adjourned at 7:10 P. M. Mayor Reid announced that the Planning & Zoning Commission would move to the Second Floor Conference Room at 7:30 p.m. to further discuss this request.
