R2021-28 A Resolution of the City Council of the City of Pearland, Texas, approving continued participation in the Criminal Justice Division - General Victim Assistance Direct Services Grant Program, grant application number 23623-09, in the amount of $238,445.00. WHEREAS, the City Council finds it in the best interest of the citizens of the City of Pearland that the Pearland Police Department Victim Assistance Program continue to be operated for portions of Fiscal Years 2021 — 2023 from October 1, 2021 to September 30, 2023; and WHEREAS, City Council agrees, as referenced in application number 23623-09, to provide $66,073 from in -kind contributions of time and effort of official Pearland Police Department Crime Victim Liaison personnel, for the said project as required by the Office of the Governor — Criminal Justice Division, making the total program cost of the project $304,518; and WHEREAS, the City Council designates Assistant City Manager Ron Fraser as the grantee's authorized official and is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency; and WHEREAS, the City Council agrees that in the event of Toss or misuse of the Criminal Justice Division funds, the City Council assures that the funds will be returned to the Criminal Justice Division in full; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS; Section 1. That the City Council approves submission of the grant application for the Pearland Police Department Victim Assistance Program to the Office of the Governor, Criminal Justice Division. Background: 0 The purpose of the Criminal Justice Division's (CJD) General Victim Assistance Direct Services Program is to provide grant funding in support of services and assistance directly to victims of crime to speed their recovery and aid them through the criminal justice process_ The City of Pearland has operated a Crime Victims Assistance program, having a liaison at the Pearland Police Department since 2002. The goal of the Victim's Assistance Program is to assist victims of crime, protect and advocate the rights of victims, provide information, and prevent further victimization. The liaison informs victims about police procedures, community resources and available programs that will assist victims during the aftermath of a crime_ The City is requesting $238,445 to cover the salaries and benefits for a portion of the costs of 2 FTEs employed by the Pearland Police Department that currently provide these services. The request also includes a small portion of funds for costs related to overall grant oversight and administration. A resolution of the governing body is to be submitted with the application, authorizing the City's participation in the program as a subgrantee. Scope Of ContractlAg►eement: 0 As a grant recipient of federal pass-thru funds from the Office of the Governor — Criminal Justice Division, the City will be under contract to provide direct victim assistance services through its Crime Victim Liaison, in such a manner as to provide victims with access to local resources that assist them in recovering from the unfortunate experiences as victims of crime. Day-to-day activities include referrals to counselors, legal support, shelters, and other community -based resources assist victims with their efforts to regain the sense of normalcy and stability they deserve. The authorized officials for this program include the following personnel, based on the CUD required categories that must be represented: • Ron Fraser, Assistant City Manager -Authorized Official; • Joel Hardy, Grants/Special Projects Administrator - Financial Representative; and • Kasie Christman, PD Business Administrator - Project Director. Funding will cover the costs of crime victim assistance activities in the form of 1.5 Full -Time Equivalencies (FTE) of the 2 FTE that provide these services, with the remaining 0.5 FTE being documented as the local share of the cost -matching required by the State. An additional 10% of administrative time and effort provided by grants administration staff is also included in the request. All of these costs total $304,518, resulting in the $238,445 in federal grant funding for reimbursement throughout the course of the 2 -year period of performance - October 1, 2021 - September 30, 2023. This makes for a total program cost of $304,518. The local share ($66,073) amounts to 50% of one of the Crime Victim Liaison's salary/benefits over two years, and helps to meet the 20% match the program requires. This is a new O&M impact for this program and is associated with the City's plan to begin to demobilize grant funding for the positions historically covered by CJD Per the VOCA program, sustainability is an important consideration for participants in this program over time, and it is time for us to incorporate these costs into normal operations and budget_ This may be the last opportunity for participation in the CJD VOCA program, so the 2023-24 fiscal year budget should be prepared in a way that fully considers all personnel costs for the Crime Victim Liaisons.
