WHEREAS, Martin Delaney, applicant, on behalf of HCA Houston Healthcare, owner, is requesting approval of a Conditional Use Permit (CUP) to allow a helipad on approximately 9.88 acres of land on the following described property; said property being legally described in the legal description attached hereto and made a part hereof for all purposes as Exhibit "A," and more graphically depicted in the vicinity map attached hereto and made a part hereof for all purposes as Exhibit "B"; and WHEREAS, on the 16th day of November, 2020, a Joint Special Meeting was held before the Planning and Zoning Commission and the City Council of the City of Pearland, Texas, notice being given by online publication on the City website, a copy of which being attached hereto and made a part hereof for all purposes as Exhibit "C," said call and notice being in strict conformity with provisions of Section 1.2.22 of Ordinance No. 2000T; and WHEREAS, the City Council having fully heard the testimony and argument of all interested parties, and having been fully advertised in the premises, finds that in the case of the application of Martin Delaney, applicant, on behalf of HCA Houston Healthcare, owner, for approval of a Conditional Use Permit (CUP) to allow a helipad on approximately 9.88 acres; presented which, in the judgment of the City Council, would justify the approval of said application; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: S ection I. The following described property located within the corporate City Limits of the City of Pearland, Texas, and presently being located within the Shadow Creek Planned Development, is hereby granted a Conditional Use Permit (CUP) to allow a helipad, subject to all requirements of the Planned Development District, in accordance with all conditions and requirements of the Unified Development Code and the following conditions approved by the City Council and incorporated for all purposes, such property being more particularly described as: Legal Description: Being all of Lot A, Block 1 of HCA Pearland Medical Campus S ubdivision, an addition in the City of Pearland, Brazoria County, Texas, according to the filed plat recorded in County Clerk's File No. 2005061477 in the Official Records of Brazoria County, Texas. The City Council further finds and determines that there has been compliance with the mandates of law in the posting and presentation of this matter to the Planning and Zoning Commission for consideration and decision. The City Council of the City of Pearland finds and determines that the amendment adopted herein promotes the health, safety, and general welfare of the public and is a proper valid exercise of the City's police powers. If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portions thereof. HCA would like to base an air medical helicopter at our Pearland facility. The long term project would be to base the helicopter on the hospital helipad and locate the crews inside the hospital adjacent to the helipad. Currently, the space is not available to accomplish this, however we have a short term solution to allow for the aircraft to be based here. The flight team would be based at temporary housing inside the medical office building at 10970 Shadow Creek Parkway. In order to provide timely response, the aircraft will need to be located in the parking lot of the office building, which requires the modification of the parking lot to allow for a parking place for the aircraft (figure A). This would include a 48" fence for aircraft security, perimeter lighting, water and electric access on the helipad, lighted windsock and an additional storage shed/Connex for the helicopter operators maintenance team to work out of for daily aircraft checks and maintenance. The aircraft will be parked in this location 24 x 7, with all major maintenance being completed at the Southwest airport hangar location. This project would encompass approximately 24,000 sq. ft. of the parking lot. We have calculated the parking space per square ft. building space ratio which requires 252 parking spaces, the current number of parking spaces is 559, and this project will consume approximately 85 spaces, leaving capacity above the requirement. Fencing would be tubular steel in accordance with Shadow Creek ARC preference. The site map is attached. The timeline to complete this project would be approximately 90 days or less once approved. The estimated timeline for operations at this location will be 2-3 years, and upon completion of the long term project, this space will be returned to its current condition.
