IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIEERTY DRIVE, PEARIAND, TEXAS The meeting was called to order with the following present: Mayor Tom Reid Councilmember/Mayor Pro Tem Stella Roberts Councilmember David Smith Councilmember James Bost Councilmember William Wolff City Manager Ronald J. The Pledge of Allegiance was led by Councilmember Bost. APPROVAL OF MINUTES It was moved by Councilmember Bost, seconded by Councilmember Roberts, that the Minutes of the Regular Meeting of December 12, 1988 be approved as presented. Motion passed 4 to 0. NAYOR'S ACTIVITY Mayor Reid wished everyone in attendance a very Merry Christmas and a Happy New Year. Councilmember Wolff reported he has investigated the traffic problem on Walnut Street for vehicles traveling east in the late afternoon and believes the problem to be at the intersection of Highway 35 and Walnut. Councilmember Wolff suggested Staff look into the possibility of changing the phase of the light to allow east/west traffic to either tum to the right or to the left having a clear path. City Manager Ron Wicker said he would check with the State -concerning split phase timing for east/west traffic at that intersection. Councilmember Wolff questioned whether or not Joe Barnett, after his reassignment from Fire Marshal, would be losing his police certification. City Attorney Robert Talton informed that, upon the advice of Mr. Boatright, General Counsel of TECLOSE, an ordinance would be forthcoming changing over this certification. Councilmember Smith remarked that he was surprised the City did not have an ordinance setting up a City Marshal. Councilmember Bost inquired if City crews were still patching potholes and reported his street, Shadybend, and some of the streets in Sleepy Hollow Subdivision are in need of patching. Director of Public Works Bill Thomasset responded that the street department was low in manpower but that they would be patching the streets as soon as possible. Councilmember Roberts reported that the traffic viewing the Christmas lights in Green Tee Subdivision is fairly light so far and that the Green Tee Homeowners Association distributed a notice, door to door, asking residents not to park on the street. Councilmember Roberts reiterated she would like to see some type of Council action to 142 allow temporary signage on an emergency basis. Councilmember Smith questioned whether the sewer line across FM 518 will be installed before the Cedar Street water line project will begin. Public Works Director Bill Thomasset responded that it will not be, for the State has been contacted and the FM 518 crossing project will be done in conjunction with the State's work in that area. 5-7=05 ZIDQMVII�DFLT�1#6 City Manager Ron Wicker reported we recently were informed we would have to lower the water line going into Green Tee, off FM 518, down Country Club. We have anticipated installing this line for quite some time, down the easement from Yost Road over to Country Club Drive. We will begin purchasing material for the 8" water line within the confines of the $5,000 purchasing amount and do the project using force account labor. After the line is in place, the water for Green Tee will be shut off for a minimum of 12 hours, Mr. Wicker said. Also, Mr. Wicker advised that Barbara Lenamon will have the Tax Department open on December 30 for anyone who wishes to pay their taxes before the end of the year. ELECTRIC UTILITY SERVICE FILED BY HOUSTON LIGHTING AND POWER COMPANY Ordinance No. 561 read in caption by Councilmember Roberts. (Second Reading) It was moved by Councilmember Roberts, seconded by Councilmember Bost, that Ordinance No. 561 be passed and approved on the second and final reading. Motion passed 4 to 0. 143 ORDINANCE NO. 456-1, AMENDMENT TO PERSONNEL ORDINANCE, APPROVAL OF PAY CLASSIFICATION PIANS AMID JOB DESCRIPTIONS Ordinance No. 456-1 read in caption by Councilmember Bost. (First Reading) It was moved by Councilmember Bost, seconded by Councilmember Roberts, that Ordinance No. 456-1 be passed and approved on the first of two readings. City Attorney Robert Talton advised that the motion should be amended to exclude the appendixes. These appendixes will be on the next agenda as a minute order. Mr. — Talton said the ordinance would be corrected before the second reading. The maker and seconder of the motion (Councilmembers Bost and Roberts) agreed to the amended motion. In going down a list, Councilmember Smith had questions and/or comments concerning various sections of the Personnel Ordinance. After Council review, it was pointed out that the recommended changes needed to be made before further action could be taken. Mayor Reid called for a vote on the motion for approval. Voting "Aye" - None. Voting "No" - Councilmembers Smith, Roberts, Bost and Wolff. Motion Ato 0. Mayor Reid advised that Ordinance No. 456-1 would be modified and brought back for Council consideration at the next regular meeting. MEETUG RECESSED AT 8:22 P. M. Council reviewed the following bids: AQUA UTILITY SUPPLY 2 DAYS NET 30 $ 10,832.70 INDUSTRIAL INTER- 1 1/2'0 10TH NATIONAL, INC. 2 WEEKS NET 30 $ 11,173.31 UTILITY SUPPLY STOCK TO 7 DAYS NET 30 $ 10,726.25 It was moved by Councilmember Wolff, seconded by Councilmember Bost, that Bid No. B88-16, Materials for Cedar Street Water Line, be awarded to Utility Supply Company, in the amount of $10,726.25. In answer to a question by Councilmember Smith, Public Works Director Bill Thomasset informed that the plan is to bore the driveways at an estimated cost of $3,250. Motion passed 4 to 0.
