2002-06-03 CITY COUNCIL PUBLIC HEARING MEETING MINUTES-2MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON JUNE 3, 2002, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the Mayor Mayor Pro-Tem Councilmember Councilmember Councilmember City Manager City Attorney City Secretary following present: Tom Reid Woody Owens Richard Tetens Larry Marcott Klaus Seeger Bill Eisen Darrin Coker Young Lorfing Absent: Councilmember Larry Wilkins. Others in attendance: Deputy City Manager Alan Mueller; City Engineer John Hargrove; Parks and Recreation Director Ed Hersh. PURPOSE OF HEARING - TO GATHER PUBLIC COMMENT AND TESTIMONY REGARDING THE ADOPTION OF A STRATEGIC PARTNERSHIP AGREEMENT BETWEEN THE CITY AND BRAZORIA COUNTY MUNICIPAL DISTRICT NOS. 21 AND 22. Mr. Darrin Coker, City Attorney. STAFF REVIEW OF THE PROPOSED ADOPTION OF A STRATEGIC PARTNERSHIP AGREEMENT BETWEEN THE CITY AND BRAZORIA COUNTY MUNICIPAL DISTRICT NOS. 21 AND 22. City Attorney, Darrin Coker, stated two years ago the City authorized the creation of Municipal Utility District No. 21 and 22, which is now the Savannah Development along Highway 6. At that time, when the Municipal Utility Districts were authorized and created, exhibits of Strategic Partnership Agreements and a Sales Tax Agreement for each of the Municipal Utility Districts were part of the documentation. The City agreed to revisit these agreements once the Municipal Utility Districts were created. Municipal Utility District No. 21 and 22 have been created and are currently functioning, as the development continues. He further stated the Municipal Utility Districts have recently adopted the Strategic Partnership Agreement and the Sales Tax Agreement, which have been forwarded to the City. Mr. Coker also explained the process that the City must go through in order to adopt the agreements. The procedure is to conduct two separate Page 1 of 2 ~ 6/3/2002 080 public hearings on each of the agreements. This particular public hearing is for the Strategic Partnership Agreement for each Municipal Utility District. Following this public hearing is a public hearing for the Sales Tax Agreement for each Municipal Utility District. In addition, next Monday night on June 10, the City will conduct the same public hearings, which will conclude the public hearings in this process. In closing, Mr. Coker stated the purpose of this hearing is to gather any public comment in support or against these agreements. CITIZEN COMMENTS None. COUNCIL/STAFF DISCUSSION Brief discussion ensued between Staff and Council regarding emergency services and sites to locate such facilities.
