The hearing was called to order with the following present:

Assistant City Secretary Pat Vaught
Absent from the Hearing: Councilmembers Stella Roberts and Richard Tetens.
CONSIDERATION OF A CAPITAL IMPROVEMENT PLAN AND THE ADOPTION OF AN IMPACT FEE FOR
CAPITAL RECOVERY FOR THE COSTS OF WATER AMID SEWERAGE FACILITIES OWNED AND OPERATED BY
THE CITY.
Mayor Reid opened the Hearing with some preparatory remarks and encouraged those
present to sign the attendance roster.

Mr. Storey read from a prepared statement relating how the study was conducted,
recapping steps taken to arrive at tonight's hearing. Data was collected on existing
land uses, existing water production and distribution facilities, and existing
sanitary sewerage collection and treatment facilities. An economic analysis and
projection was made by a professional research firm assisting the planning team.
With additional input from City Staff, the Capital Improvements Advisory Committee
and from public hearings held on May 16 and August 8 of this year, a proposed capital
improvements plan was devised. Mr. Storey then presented the results of the
facilities planning, introducing maps including both the city limits and the city's
ETJ which showed existing water and sanitary sewerage facilities as well as those
proposed in the 10 year master capital improvements plan. Exhibits were presented
reflecting methods of calculating proposed impact fees for capital recovery for the
costs of these water and sewerage facilities.

QUESTION AND ANSWER PERIOD
Discussed were methods of calculating fees, equity in imposing the fees, projected
growth of the City, use of the proceeds, possible refunding and 3 year plan updates.
