CALL TO ORDER
Mayor Reid called the meeting to order at 6:36 p.m.

The Invocation was given by Mayor Pro-Tem J. David Little and the Pledge of Allegiance was led
by Councilmember Gary Moore.

CITIZEN COMMENTS:
Jimmy Davis, 5004 Colmesneil Dr, on behalf of the Pearland Water Billing Discussion Group,
spoke regarding the Olson & Olson Independent Audit Report and utility billing.
Maria Dicicco, 3202 Wild Turkey Lane, stated her concerns regarding the City's spending during
the pandemic. Ms. Dicicco requested a Workshop relating to the possible impact of COVID 19.
Jacob Dworaczyk, 4603 Russet Place North, spoke in support of reinstating the solicitor permits
in the City.
Jeff Hunkele, 3912 Oakwood Drive North, stated his concerns regarding water billing and the
Olson & Olson Independent Audit Report.
PUBLIC HEARING:
Mayor Reid open the Public Hearing at 6:54 p.m.
Public Hearing - Conduct the first of two public hearings in accordance with 24 CFR 91.105
(Citizen Participation) of the Code of Federal Regulations for reprogramming and reallocation of

FY 2020 Community Development Block Grant funding in the amount totaling $60,000 for social
services activities within the City, in response to the COVID-19 pandemic.
STAFF REVIEW
Grants Special Projects Administrator Joel Hardy provided an overview of the Public Hearing.
CITIZEN COMMENTS
Joel Castro, Chairman for the Board of ActionS Inc. of Brazoria County, spoke in favor of the
Community Development Block Grant funding.
COUNCIL/STAFF DISCUSSION
Councilmember Perez stated he serves on one of the boards. He recused himself from the
discussion.
Council and Staff discussed the grant.

B. Consideration and Possible Action - Resolution No. R2020-92 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing a contract with R. G. Miller
Engineers for design services, associated with the Royal Oaks Lift Station Project,
in the estimated amount of$76,467.44.
C. Consideration and Possible Action - Resolution No. R2020-99 -A Resolution of the
City Council of the City of Pearland, Texas, ("City") denying the Distribution Cost
Recovery Factor rate request of Texas-New Mexico Power Company made on or
about April 6, 2020; authorizing participation in a coalition of similarly situated
cities; authorizing participation in related rate proceedings; requiring the
reimbursement of municipal rate case expenses; authorizing the retention of
special counsel; finding that the meeting complies with the Open Meetings Act;
making other findings and provisions related to the subject; and declaring an
effective date.
D. Consideration and Possible Action - Resolution No. R2020-91 -A Resolution of The
City Council of the City of Pearland, Texas, authorizing the City Manager or his
designee to participate in an interlocal cooperative pricing arrangement with the
Texas Department of Information Resources (DIR), for the purchase of thirty-four
(34) Panasonic Toughbook public safety laptops from Southern Computer
Warehouse, in the estimated amount of$78,157.16.
E. Consideration and Possible Action - Resolution No. R2020-97 -A Resolution of the
City Council of the City of Pearland, Texas, renewing a unit supply contract for

bunker gear cleaning inspections and repair services with SMG Fire Center, in the
estimated amount of$95,000, for the period of June 1, 2020 through May 31, 2021.
F. Consideration and Possible Action - Resolution No. R2020-98 -A Resolution of the
City Council of the City of Pearland, Texas, awarding a contract for additional
custodial services at City Facilities related to a COVID 19 public health emergency,
to A & A Cleaning Services, in the additional amount of $35,730.00 (total amount
$71,460.00).
G. Consideration and Possible Action - Resolution No. R2020-88 -A Resolution of the
City Council of the City of Pearland, Texas, renewing a unit supply contract for
general plumbing services with K. R. Allen Industrial Services, LLC, in in the
estimated amount of $70,000.00, for the period of May 31, 2020 through May 30,
2021.
H. Consideration and Possible Action - Resolution No. R2020-87 -A Resolution of the
City Council of the City of Pearland, Texas, accepting the City's Investment Report
for the quarter ending March 2020.
I. Consideration and Possible Action -Resolution No. R2020-101 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing the City Manager or his
designee to enter into a Development Agreement with Meritage Homes Co. and the
Riverstone Ranch at Clear Creek Homeowners Association, Inc.,for the satisfaction
of required public access to a section of the Riverstone Ranch Development
(generally located along Clear Creek between Hughes Road and the Green Tee
development).
J. Consideration and Possible Action - Resolution No. R2020-100 - A Resolution of
The City Council of the City of Pearland, Texas, authorizing the City Manager or his
designee to participate in an interlocal cooperative pricing arrangement with the
Texas Department of Information Resources (DIR) for the purchase of SmartNet
Software Support and Subscription Services from Red River Technology, LLC, in
the amount of$212,743.29.
K. Consideration and Possible Action — Second and Final Reading of Ordinance No.
1589 - An ordinance of the City Council of the City of Pearland, Texas, authorizing
issuance of City of Pearland,Texas,water and sewer system revenue bonds, series
2020A; prescribing the terms thereof; providing for the payment thereof; awarding
the sale thereof; making other provisions regarding such bonds and matters
incident thereto.
L. Consideration and Possible Action -Resolution No. R2020-102 -A Resolution of the
City Council of the City of Pearland, Texas, approving a 5-day public comment
period and newly enacted federal provisions available for use in planning
expenditures related to the U. S. Department of Housing and Urban Development
Community Development Block Grant Program, applicable to fiscal year program
allocations in 2020, 2021 and the CARES Act CDBG-CV stimulus funds.

M. Consideration and Possible Action - Resolution No. R2020-94 -A Resolution of the
City Council of the City of Pearland, Texas, renewing a unit supply contract for the
purchase of Fire Department Uniforms for Operations personnel with Galls Parent
Holdings, LLC, in the estimated amount of$142,000 for the period of May 19, 2020
through May 18, 2021.
N. Consideration and Possible Action - Resolution No. R2020-86 - A Resolution of the
City Council of the City of Pearland, Texas, conveying an easement to CenterPoint
Energy for electrical service to serve the traffic signal located at Kirby Drive and
South Spectrum Blvd.
Councilmember Orlando made the motion, seconded by Councilmember Moore, to adopt
Consent Agenda items A through N with exception of items B, C, D, E, J, and K.

prescribing the terms and conditions thereof; providing for the payment thereof;
establishing parameters with respect to the sale of the bonds; authorizing the
preparation and distribution of an official statement to be used in connection with
the sale of the bonds; making other provisions regarding such bonds and matters
incident thereto; authorizing execution and delivery of a paying agent/registrar
agreement; and containing other matters related thereto.

series; setting certain parameters for the bonds; authorizing a pricing officer to
approve the amount, the interest rate, price, and terms thereof and certain other
procedures and provisions relating thereto.
Councilmember Orlando made the motion, seconded by Mayor Pro-Tem Little, to approve
the First Reading of Ordinance No. 1590.

3. Consideration and Possible Action - Resolution No. R2020-82 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing publication of notice of
intention to issue certificates of obligation for the design, acquisition, construction
and improvement of certain public works, authorizing distribution of a preliminary
official statement relating to such series of certificates and authorizing certain other
matters relating thereto.
Councilmember Hernandez made the motion, seconded by Councilmember Hernandez,
to approve Resolution No. R2020-82.
Councilmember Owens made a motion, seconded by Mayor Pro-Tem Little, to postpone
the item to a future meeting.

5. Consideration and Possible Action - First Reading of Ordinance 2000M-203 -An
Ordinance of the City Council of the City of Pearland, Texas, amending Ordinance
No. 2000M, the zoning map of the City of Pearland, Texas, for the purpose of
changing the classification of certain property, Being a tract containing 2.75 acres
of land, more or less, out of the Northeast ' of Lot 17, of the George W. Jenkins
Subdivision of the lower Y of the W.D.C. Hall League, Abstract 70, Brazoria
County, Texas. Also being a tract containing 2 acres of land, more or less, out of
the Northeast 'A of Lot 17 of the George W.Jenkins Subdivision of the lower'/.of
the W.D.C. Hall League, Abstract 70, Brazoria County, Texas. (3302 Dixie Farm
Road). Zone Change Application No. ZONE 20-00001, a request by Manzoor
