CALL TO ORDER
Mayor Reid called the meeting to order at 6:50 p.m.

Councilmember Adrian Hernandez gave the Invocation and Councilmember Tony Carbone led

stated his concerns on how the hearing impaired learn of the votes at Council Meetings.

contract.
Kyle Watson, 24 Waterway Ave., Ste 500, Woodlands TX 77380 spoke on spoke on the solid waste
contract.

G. Consideration and Possible Action -Resolution No. R2020-219 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing a construction materials
testing contract with Paradigm, in the estimated amount of $147,095.00, for the
Shadow Creek Library Project.
H. Consideration and Possible Action -Resolution No. R2020-212 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing a Wetlands Mitigation
Agreement with Berg Oliver & Associates, associated with the McHard Road
Project, in the estimated amount of$277,000.00.
I. Consideration and Possible Action -Resolution No. R2020-221 -A Resolution of the
City Council of the City of Pearland, Texas, renewing a unit cost bid with Lone Star
Pavement Services, LLC., for road striping services, in the estimated amount of
$152,719.00, for the period of November 1, 2020 through October 31, 2021.
J. Consideration and Possible Action -Resolution No. R2020-218 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing the City Manager or his
designee to enter into a Lease Agreement with Brazoria County for the County's
use of a portion of the Shadow Creek Library as a County Tax Office.
K. Consideration and Possible Action -Resolution No. R2020-217 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing the City Manager or his
designee to enter into an Interlocal Agreement with Brazoria County for
participation in the construction of the Shadow Creek Library Project.
L. Consideration and Possible Action - Resolution No. R2020-226 - A Resolution of
The City Council of the City of Pearland, Texas, renewing a bid associated with the
Community Development Block Grant Program (B-18-MC-48-0400), for Single
Family Owner-Occupied Home, minor repairs and rehabilitation that benefit low-
moderate income Pearland residents, to Circle Friends Construction, in the
estimated amount of$185,000.00.
M. Consideration and Possible Action -Resolution No. R2020-224-A Resolution of the
City Council of the City of Pearland, Texas, renewing a bid for Fire Department
Dispatch Services with Cypress Creek EMS, in the estimated amount of $228,000
for the period of December 16, 2020 through December 15, 2021.
N. Consideration and Possible Action - Regarding the appointment of Amit Joshi to
Position No. 4 for a 3-year term expiring November 1, 2023 and the reappointment
of Somarajan Nair for a 3-year term expiring November 1, 2023, to serve on the
Pearland Library Board.
O. Consideration and Possible Action -Resolution No. R2020-225-A Resolution of the
City Council of the City of Pearland, authorizing the purchase of flood insurance,
through Wright's National Flood Insurance Program, in the amount of $52,948.00
for the period of October 31, 2020 through October 30, 2021.

P. Consideration and Possible Action -The reappointment of Margo Green to Position
5 for a 3-year term expiring November 1, 2020 to serve on the Pearland Conventions
and Visitors Bureau.
Q. Consideration and Possible Action -The appointment of Nancy Bankson to Position
No. 3 for a 3-year term expiring November 1, 2023, the appointment of Dennis
Jackson to Position No. 5 for a 3-year term expiring November 1, 2023, and the
appointment of Zachary Boyer to Position 6 for an unexpired term expiring
November 1, 2022 to serve on the Pearland Parks and Recreation Advisory Board.
R. Consideration and Possible Action - The reappointment of Mona Chavarria to
Position No. 4 for a 2-year term expiring November 1, 2022, and the reappointment
of John Lyle to Position No. 7, for a 2-year term expiring November 1, 2022 to serve
on the Pearland Economic Development Corporation Board of Directors.
S. Consideration and Possible Action - The reappointment of Brandon Dansby to
Position No. 2 for a 3-year term expiring November 1, 2023 to serve on the Planning
and Zoning Commission.
T. Consideration and Possible Action - The reappointment of Teresa J. Del Valle to
Position No. 1, for a 2-year term expiring November 1, 2022, reappointment of
Donald Glenn to Position No. 3, for a 2-year term expiring November 1, 2022, and
reappointment of Christopher Tristan to Alternate Position A3, for a 2-year term
expiring November 1, 2022 to serve on the Zoning Board of Adjustments.
U. Consideration and Possible Action -The reappointment of Donna Rizzo to Position
No. 2, for a 2-year term expiring November 1, 2022, and reappointment of Ed Baker
to Position No. 4, for a 2-year term expiring November 1, 2022, to serve on the
Development Authority of Pearland.
V. Consideration and Possible Action - Ratify the City Manager's reappointment of
Charles McMurrey to Position No. 2 to serve on the Civil Service Commission for a
3-year term expiring November 1, 2023.
W. Consideration and Possible Action - The appointment of Kris Szecsy to Position 7
for a 3-year term expiring November 1, 2023 to serve on the Convention and Visitors
Bureau Advisory Board.

Transportation, Disposal and Processing Contract, to Frontier K2, LLC., for a five
(5) year term beginning October 1, 2021.
Councilmember Hernandez recused himself from New Business Item No. 1.
Councilmember Owens made the motion, seconded by Councilmember Perez, to
postpone this item to the November 9, 2020 meeting.

2. Consideration and Possible Action -Resolution No. R2020-216 -A Resolution of the
City Council of the City of Pearland, Texas, awarding a construction services
contract for the Fire Training Burn Building Project (Phase I), to Christensen
Building Group, LLC., in the amount of $1,169,969.00 and appropriating an
additional $50,000.00 for contingency and construction testing services.

competitive grant application for $99,950,000.00 from the Texas General Land
Office-Community Development Block Grant Mitigation Program for Hickory Slough
drainage improvements.

II), in the estimated amount of $152,962.00; and for the Shadow Creek Parkway
Landscaping, Street Lighting and Sidewalks Project, in the estimated amount of
$613,632.10.

Resolution No. R2020-215.

5. Consideration and Possible Action -Resolution No. R2020-185-A Resolution of the
City Council of the City of Pearland, Texas, awarding a unit supply contract for
landscape maintenance services (combined medians, right of way and facilities) to
Brightview Landscape, in the estimated amount of $1,245,273.49 the period of
November 29, 2020 through November 28, 2021.
Councilmember Perez made the motion, seconded by Councilmember Moore, to approve
Resolution No. R2020-185.

estimated amount of $800,000.00, for the period of November 1, 2020 through
October 31, 2021.

Survey, Abstract Number 290, Harris County, Texas; being out of and a part of
Reserve "C", RIVERSTONE RANCH AT CLEAR CREEK, SECTION 5, a subdivision
plat of record at Film Code Number 677546, Harris County Map Records (H.C.M.R.);
being out of and a part of that certain called 346.718 acre tract of land conveyed to
Meritage Homes of Texas, LLC as described by deed recorded under Harris County
Clerk's File (H.C.C.F.) Number 20130470069, for the construction and maintenance
of public road improvements on certain real property described herein; authorizing
the city attorney, or his designee, and other city officials to take such actions as are
necessary to acquire said property, located within the city, by donation, purchase,

8. Consideration and Possible Action -Resolution No. R2020-222 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing the power of eminent
domain to acquire a fee title to certain property for the road right-of-way; a tract or
parcel containing 10 square feet of land situated in the Thomas Green Survey,
Abstract Number 290, Harris County, Texas; being out of and a part of Reserve "E",
RIVERSTONE RANCH AT CLEAR CREEK, SECTION 7, a subdivision plat of record
at Film Code Number 681407, Harris County Map Records (H.C.M.R.); being out of
and a part of that certain called 346.718 acre tract of land conveyed to Meritage

County, Texas, for the construction and maintenance of public road improvements

Resolution No. R2020-223 and Resolution No. R2020-222.
