CALL TO ORDER
Mayor Cole called the meeting to order at 6:47p.m.
INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF
AMERICA FLAG AND TEXAS FLAG
Councilmember Tony Carbone gave the invocation and Councilmember Gary Moore led the
Pledge of Allegiance to the United States of America Flag and Texas Flag.

CITIZEN COMMENTS
Jimmy Davis, 5004 Colmesneil St., spoke on behalf of the Pearland Water Billing Discussion
Group. He complemented Nancy Massey on her work with utility billing. He stated his concerns
regarding utility billing.
Robert Ely, 3210 Windy Bank Lane, stated his concerns regarding utility billing.
Denise Hewitt, 3404 Blue Spruce Trail, stated her concerns regarding utility billing.
Felicia Harris Hoss, 3112 Sumac Drive, played a recording of conversations between her and an
election candidate.
Joseph Yao, 4023 Crystal Lake Cir S., stated his concern regarding of westbound traffic closure
on Hughes Ranch Road.

B. Consideration and Possible Action - Resolution No. R2020-251 - A Resolution of
The City Council of the City of Pearland, Texas, authorizing the City Manager or his
designee to participate in an interlocal cooperative pricing arrangement with the
Houston-Galveston Area Council (HGAC) for the purchase of one (1) haul truck, in
the amount of$104,260.00, from Rush Truck Center of Texas, L.P.
C. Consideration and Possible Action -Resolution No. R2020-253 -A Resolution of the
City Council of the City of Pearland, Texas, awarding a bid to WatchGuard Video, in
the estimated amount of $146,775.00, for the purchase of nineteen (19) camera
systems for police department vehicles.
D. Consideration and Possible Action -Resolution No. R2020-252 -A Resolution of the
City Council of the City of Pearland, Texas, amending a contract between the City
and the Forever Parks Foundation of Pearland.
E. Consideration and Possible Action -Resolution No. R2020-254 -A Resolution of the
City Council of the City of Pearland, Texas, awarding a bid to AeroClave LLC, in the
estimated amount of $109,783.64, for the purchase of seven (7) AeroClave
Decontamination System Devices.
F. Consideration and Possible Action -Resolution No. R2020-250 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing the City Manager or his
designee to enter into an Interlocal Agreement with the Brazoria County Toll Road
Authority regarding law enforcement and Public Safety Activities.
G. Consideration and Possible Action -Resolution No. R2020-256 -A Resolution of the
City Council of the City of Pearland, Texas, renewing a unit supply contract for
Sanitary Sewer/Waterline on-call repair and maintenance services to Texas Pride
Utilities, LLC, in the estimated amount of $120,000.00, for the period of November
30, 2020 through November 29, 2021.
H. Consideration and Possible Action -Resolution No. R2020-257 -A Resolution of the
City Council of the City of Pearland, Texas, awarding a unit supply purchase of
automatic door parts and installation services associated with COVID-19 mitigation
efforts at City facilities, to Vortex, in the estimated amount of$83,830.24.
I. Consideration and Possible Action -Resolution No. R2020-258 -A Resolution of the
City Council of the City of Pearland, Texas, authorizing the City Manager or his
designee to enter into an Interlocal Agreement for the cooperative purchase of
goods and services with the City of Rockwall, Texas.

J. Consideration and Possible Action — Resolution No. R2020-259 - A Resolution of
the City Council of the City of Pearland, Texas, amending and renewing a unit
supply contract for fittings, couplings and valves with Coburn Supply Company
(formerly MDN Enterprises), in the estimated amount of $50,000.00, for the period
of November 30, 2020 through November 29, 2021.
K. Consideration and Possible Action -Resolution No. R2020-260 -A Resolution of the
City Council of the City of Pearland, Texas, amending and renewing a unit supply
contract for fittings, couplings and valves with Ferguson Waterworks, Inc., in the
estimated amount of $270,000.00, for the period of November 30, 2020 through
November 29, 2021.
L. Consideration and Possible Action -Resolution No. R2020-261 -A Resolution of the
City Council of the City of Pearland, Texas, awarding a bid to Aries Industries, Inc.,
in the amount of $129,553.00, for the purchase of closed-circuit television
equipment for the inspection of sewer lines.
M. Consideration and Possible Action - Second and Final Reading of Ordinance No.
2000T-33 - An Ordinance of the City Council of the City of Pearland, Texas,
amending selected provisions of the Unified Development Code, to include: (1)
Amendments to Section 2.4.4.7(d) and Section 2.4.4.8(d), to allow for greater
building heights within the Light Industrial (M-1) and Heavy Industrial (M-2) zoning
districts in conjunction with providing greater building setbacks measured from
property boundaries; (2) Amendments to Sections 2.4.3.1.(l), 2.4.4.1(k), 2.4.4.3(g),
2.4.5.1(h)4.2.1.3(p),to establish maximum height for outdoor lighting and maximum
intensity for outdoor lighting at the property boundaries of non-residential zoning
districts abutting residential zoning districts; (3) Amendments to Section 4.2.4.1(a)
Screening — Nonresidential and Multiple-Family Screening Required (New
Construction), to include, regulations of required screening materials and density
of plantings; (4) Amendments to Section 4.2.4.1 — Screening, to allow detentions
ponds to occupy no more than 50% of required landscape buffers adjacent to
residential zoning districts; containing a savings clause, a severability clause, and
an effective date and other provisions related to the subject.
N. Consideration and Possible Action — Second and Final Reading of Ordinance No.
2000M-206 - An Ordinance of the City Council of the City of Pearland, Texas,
amending Ordinance No. 2000M-206, the zoning map of the City of Pearland, Texas,
for the purpose of changing the classification of certain property, being all of Tract
(1): A tract of land containing 105.057 acres (4,576,272 square feet), located within
the H. Stevens Survey, Abstract 593 in Brazoria County, Texas; Said 105.057 acres
tract being a portion of a called 138.83-acre tract recorded in the name of Margurite
Massey Smith Charitable Remainder Trust U.A. in Brazoria County Clerk's File No.
2010013347; being all of Tract(2): A tract of land containing 33.298 acres (1,450,469
square feet), located within the H. Stevens Survey, Abstract 593 in Brazoria County,
Texas; Said 33.298-acre tract being a portion of a called 138.83-acre tract recorded
in the name of Margurite Massey Smith Charitable Remainder Trust U.A. in Brazoria

O. Consideration and Possible Action — Second and Final Reading of Ordinance No.
532-7 - An Ordinance of the City Council of the City of Pearland, Texas, amending
Ordinance No. 532, the Flood Damage Prevention Ordinance; providing a penalty
for violation; having a savings clause, a repealer clause, a severability clause;
providing for publication and an effective date.
Councilmember Orlando made the motion, seconded by Councilmember Moore to
approve Consent Agenda items A through 0, with the exception of Item F.
AYES: Orlando, Carbone, Little, Moore, Perez, Owens.

1. Consideration and Possible Action — First Reading of Ordinance No. 1595-1 - An
Ordinance of the City Council of the City of Pearland, Texas, amending Ordinance
No. 1595,the 2020-2021 Annual Budget Ordinance, by; authorizing the City Manager
or his designee to take all actions necessary to facilitate the changes identified
herein; providing a savings clause, a severability clause, a repealer clause, and an
effective date.
Councilmember Carbone made the motion, seconded by Councilmember Moore to
approve the First Reading of Ordinance No. 1595-1.
AYES: Carbone, Little, Moore, Perez, Orlando, Owens.

2. Input & Discussion: Early Budget Input Session Topics

3. Consideration and Possible Action -Resolution No. R2020-255 -A Resolution of the
City Council of the City Of Pearland, Texas, providing that a General Municipal
Runoff Election be held on December 15, 2020, for the purpose of electing two (2)
Councilmembers, with other entities contracting with Brazoria County,
respectively, for such joint elections, providing the form of the ballot for such
election, designating the polling places, directing and giving notice of such
election, providing for repeal; providing for severability; and containing other
provisions relating to the subject.
Councilmember Perez made the motion, seconded by Councilmember Moore to adopt
Resolution No. R2020-255.

transfer, dewatering and lift station cleaning services to Magna Flow
Environmental, in the estimated amount of $482,657.00, beginning December 20,
2020 through December 19, 2021.
Councilmember Moore made the motion, seconded by Mayor Pro-Tern Little to adopt
Resolution No. R2020-248.
AYES: Moore, Perez, Owens, Orlando, Carbone, Little.

5. Consideration and Possible Action -Resolution No. R2020-247 -A Resolution of the
City Council of the City of Pearland, Texas, renewing a unit price bid for dewatered
bio-solids disposal services to Sprint Waste Services LP, in the estimated amount
of$380,000.00, beginning December 20, 2020 through December 19, 2021.
Mayor Pro-Tern Little made the motion, seconded by Councilmember Moore, to adopt
Resolution No. R2020-247.

6. Consideration and Possible Action -Resolution No. R2020-249 -A Resolution of the
City Council of the City of Pearland,Texas, awarding a bid for the purchase of thirty-
three (33) fleet vehicles from Silsbee Fleet Group, through The Interlocal
Purchasing System ("TIPS") Cooperative, in the amount of$1,484,666.87.
Councilmember Owens made the motion, seconded by Councilmember Moore, to adopt
Resolution No. R2020-249.
