IN THE CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS The meeting was called to order with the following present: Mayor Tom Reid Councilmember/Mayor Pro Tem Stella Roberts Councilmember Councilmember Councilmember Councilmember City Manager Interim City Attorney Assistant City Manager Director of Public Works City Secretary .ia :i I►ia., DISCUSSION OF ANTICIPATED TAX RATE James Bost William Wolff Richard Tetens David Smith Ronald J. Wicker Robert Talton Donald Birkner William Thomasset Kay Krouse PROPOSAL TO EXCEED THREE PERCENT INCREASE IN THE TAX RATE AND CALL OF A PUBLIC HEARING ON TAX INI;REASE Mayor Reid advised that time is running short to comply with the City Charter requirements of adopting a budget for the next fiscal year and also in complying with state statutes in adopting the tax rate. By Resolution, Council can make a change in the regular meeting dates in September to meet those requirements. In Council discussion, it was recommended that Council use the highest acceptable tax rate in the increase notice that is required to be published, and then, if need be, it could be lowered at a later date. This rate being .8259f which is just under the rollback rate of .8251¢. It was moved by Councilmember Wolff, seconded by Councilmember Bost, that Council expects to exceed the 3% tax increase notice limit by adopting a tax rate of .825V which would be anticipated as an increase of 9.74/ over effective rate and the date of the Public Hearing will be set for August 29, 1988, and the date of the meeting on which the first reading of the ordinance to adopt the tax rate will be held on September 6, 1988. Motion passed 4 to 1. Councilmember Smith voted against. OTHER BUSINESS MEETING RECESSED TO EXECUTIVE SESSION AT 7:50 P. M. UNDER TEXAS REVISED CIVIL STATUTES, AR9T(E 6252-17, SECTION 2 Mayor Reid read, from the posted agenda, the topics to be discussed in Executive Session. ME'E'TING REQ. MM TO OPEN SESSIONT AT 9:37 P. M. - NO ACTION TAKEN. Mayor Reid read the following item which was discussed in Executive Session and signed a certification to that effect: UNDER SUBSECTION (g) PERSONNEL - Council had discussion with City Manager concerning Staff reorganization. 97, The meeting adjourned at 9:38 P.
