IN THE CITY HALL, 3519 LIBERTY DRIVE, PEARIAND, TEXAS The meeting was called to order with the following present: Mayor Tom Reid Councilmember/Mayor Pro Tem Stella Roberts Councilmember David Smith Councilmember Richard Tetens Councilmember James Bost Councilmember William Wolff City Manager Ronald J. MOTION TO REMOVE FROM TABLE COUNCIL CONSIDERATION OF REQUEST BY DAVID ALLEN OF WESTERN G©DPHYSICAL It was moved by Councilmember Roberts, seconded by Councilmember Tetens, that Council consideration of request by David Allen of Western Geophysical be removed from the table. Motion passed 5 to 0. COUNCIL DECISION ON REQUEST BY DAVID ALLEN, WESTERN GEOPHYSICAL, FOR PERMIT TO CONDUCT SEISMOGRAPH SURVEY WITHIN CITY LIlK'J.'S Mr. David Allen requested Council permission for his company to conduct seismograph survey in portions of our city limits, using one pound charges at a depth of 110 feet. It was pointed out that Mr. Allen had submitted to the City a Certificate of Insurance in the amount of $1,000,000, a bond in the amount of $100,000 and letters from landowners giving their permission to conduct these tests on their property. City Manager Ron Wicker informed Council that he had witnessed, last Friday, a demonstration of test shots, conducted by Geosource, using 3 -lb. charges at 80 ft. depths and one-third lbs. at nine foot depths. All these shots were very audible and shook the ground considerably, Mr. Wicker said. A discussion followed between Council, Staff and Mr. Allen concerning the use of explosives, safety factors involved, location of these tests and notification to homeowners in the area when these shots would occur. �— It was moved by Councilmember Wolff, seconded by Councilmember Smith, that Council approve the request by David Allen, Western Geophysical, to conduct seismograph survey within city limits, using one -pound charges at a depth of 110 feet, having furnished the City with an insurance policy and bond, and subject to the payment of the permit fee of $500.00.
