TEXAS.
CALL TO ORDER:
Mayor Reid called the meeting to order at 6:31 p.m.
INVOCATION AND THE PLEDGE OF ALLEGIANCE:
Councilmember Moore gave the Invocation and Councilmember Carbone led the Pledge of
Allegiance.

CITIZEN COMMENTS:
Maria Dicicco, 3202 Wild Turkey Lane, Pearland, Texas 77581, spoke about her concerns
regarding the tax rate, tax burden, water billing, and the purchase of Police vehicles.
Kevin Cole, 3808 Houston Lake Drive, Pearland, Texas 77581, spoke about his concerns
regarding the budget adjustment and the $1.6 million tax collection.
Felicia Harris -Noss, 3112 Sumac Drive, Texas, Pearland 77584, spoke on behalf Brazoria County
Tax Resistance Group. She stated the Group's concerns about the budget adjustment and $1.6
million property tax collection.
Jimmy Davis, 5004 Colmesneil Street, Pearland, Texas 77584, spoke about his concerns
regarding the budget amendment. He requested the budget amendment be postponed.

Vernice Seriale, 11612 Cross Spring Drive, Pearland, Texas 77584, spoke regarding the
accountability system for policing in the City.
Jeff Hunkele, 3912 Oakwood Drive, Pearland, Texas 77581, spoke regarding street and sidewalk
maintenance and the annual budget.
Ryan Taaffe, Presidio Equities, LLC., 5400 Katy Freeway, Suite 100, Houston, Texas 77007,
stated that he is present to answer questions regarding the Second and Final Reading of
Ordinance 2000M-198.

CONSENT AGENDA:
Consideration and Possible Action - Second and Final Reading of Ordinance 2000M-198 -
An Ordinance of the City Council of the City of Pearland, Texas, amending Ordinance No.
2000M, the zoning map of the City of Pearland, Texas, for the purpose of changing the
classification of certain property, being all of Lots 1, 2, 3 and a Detention Reserve of the
Rice Drier Commerce Park Addition, an addition in the City of Pearland, Brazoria County
as described in the Final Plat recorded in County Clerk's File No. 2019027535 in the Plat
Records of Brazoria County, Texas. (West of Main Street, between Halik Road and Orange
Street). Zone Change Application No. ZONE 19-00027, a request by Duane Bingham,
applicant, on behalf of Presidio Equities, LLC., owner, for amendments to the Rice Drier
Commerce Park Planned Development (PD) to allow a Farm Supply Store and Outdoor
Storage within the PD, on approximately 22.86 acres of land; providing for an amendment
of the zoning district map; containing a savings clause, a severability clause, and an
effective date and other provisions related to the subject.
Consideration and Possible Action - Resolution No. R2020-112 - A Resolution of the City
Council of the City of Pearland, Texas, authorizing the City Manager or his designee to
enter into a 3rd Amended Lease Agreement for the Pearland Westside Library located in
the Shadow Creek Ranch Town Center.
Consideration and Possible Action - Resolution No. R2020-115 - A Resolution of the City
Council of the City of Pearland, Texas, awarding a unit price maintenance and repair bid
for HVAC Systems & Ice Machines to TD Industries, in the estimated amount of
$202,000.00, for the period beginning July 1, 2020 through June 30, 2021.
Consideration and Possible Action- Resolution R2020-116 - A Resolution of the City
Council of the City of Pearland, Texas, approving the submission and nomination of Robert
Upton, Director of Engineering & Capital Projects, as a Municipal representative to the
Texas Water Development Board ("TWDB") - Regional Flood Planning Group ("RFPG") for
Region 6.
Councilmember Perez and Councilmember Little requested New Business Item 12 be moved for
discussion before the consent agenda. Mayor Reid moved New Business Item 12 for discussion
to before the consent agenda.

Consideration and Possible Action — First Reading of Ordinance No. 1584-2 - An Ordinance
of the City Council of the City of Pearland, Texas, amending Ordinance No. 1584-1, the
2019-2020 Annual Budget Ordinance; authorizing the City Manager or his designee to take
all actions necessary to facilitate the changes identified herein without further approval of
City Council; providing a savings clause, a severability clause, a repealer clause, and an
effective date.
Councilmember Moore made the motion, seconded by Councilmember Owens to postpone New
Business Item 12 to the next regular meeting.

Consideration and Possible Action - Resolution No. R2020-110 - A Resolution of the City
Council of the City of Pearland, Texas, awarding a construction services contract
associated with the McHard Road Expansion Project (Mykawa Road to Cullen Parkway), to
James Construction Group, LLC., in the amount of $29,658,286.30.
Councilmember Carbone made the motion, seconded by Councilmember Little to adopt
Resolution No. R2020-110.

Consideration and Possible Action - Resolution No. R2020-111 - A Resolution of the City
Council of the City of Pearland, Texas, authorizing a construction management contract
with HDR, Inc., in the amount of $2,905,481.51, for the McHard Road Expansion Project
(Mykawa Road to Cullen Boulevard).
Councilmember Little made the motion, seconded by Councilmember Moore to adopt Resolution
No. R2020-111.

Council of the City of Pearland, Texas, renewing a unit supply bid for street and sidewalk
maintenance with Greenscapes Six, LLC., in the estimated amount of $450,000.00, for the
period of June 15, 2020 through June 14, 2021.
Councilmember Perez made the motion, seconded by Councilmember Moore to adopt Resolution
No. R2020-95.

amount of $87,898.00, for design services associated with the Shadow Creek Ranch
Sidewalk Extension Project.
Councilmember Moore made the motion, seconded by Councilmember Perez to adopt Resolution
No. R2020-114.

Consideration and Possible Action - Resolution No. R2020-113 - A Resolution of the City
Council of the City of Pearland, Texas, awarding a bid for construction services associated
with Riverwalk Lift Station Project, to Gilleland Smith Contractors, Inc., in the amount of
$408,700.00.
Councilmember Owens made the motion, seconded by Councilmember Moore to adopt
Resolution No. R2020-113.

2020 to July 10, 2022.

Consideration and Possible Action — First Reading of Ordinance No. 1591 - An Ordinance
of the City Council of the City of Pearland, Texas, adopting Water Conservation Plan and
a Drought Contingency/Water Emergency Response Plan (collectively, the "Plans") for the
City of Pearland to promote responsible use of water and to provide for penalties and/or
the disconnection of water service for noncompliance with the provisions of the Water
Conservation and Drought Contingency/Water Emergency Response Plan.
Councilmember Hernandez arrives at 8:09 p.m.
Councilmember Little made the motion, seconded by Councilmember Moore to approve the First
Reading of Ordinance No. 1591.

Council Input and Discussion #2 - Second and Final Council Input and Discussion on the
City of Pearland's allocations of Coronavirus Aid, Relief, and Economic Stimulus (CARES)
Act funding.
Council gave the second and final input and discussion on the City of Pearland's allocations of
Coronavirus Aid, Relief, and Economic Stimulus (CARES) Act funding.
There was no action.
Consideration and Approval - Resolution No. R2020 -117 - A Resolution of the City Council
of the City of Pearland, Texas, approving the City's COVID-19 Community Impact Recovery
Plan.
Councilmember Moore made the motion, seconded by Councilmember Little to adopt Resolution
No. R2020-117.
AYES: Orlando, Carbone, Little, Hernandez, Moore, Perez, and Owens.

Consideration and Approval - Resolution R2020 - 118 - A Resolution of the City Council of
the City of Pearland, authorizing the use of Coronavirus Relief Fund (CRF) allocations
made to the City to be used for the reimbursement of the City's actual costs related to

emergency protective measures related to Coronavirus preparation, prevention, response
and recovery activities, in the amount of $959,221.
Councilmember Perez made the motion, seconded by Councilmember Little to adopt Resolution
No. R2020-118.

NAYS: None.
The motion carried. Resolution No. R2020-118 is adopted.
