I. CALL TO ORDER
Mayor Reid called the meeting to order at 6:30 p.m.
II. INVOCATION AND TH PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF
AMERICA FLAG AND TEXAS FLAG:
The Invocation was given by Pastor Ken Gurley, First Church, and the Pledge of
Allegiance was led by Councilmember Carbone.

Jimmy Davis, 5004 Colmesneil Street, stated his concerns regarding the water meter
change out and public safety at crosswalks.
Jeff Hunkele, 3912 Oakwood Drive North, spoke regarding the Bailey Road intersection
improvement installation, the water treatment contract with Napco Chemical, and the
renewal of the unit -price contract with LJ Power Generators for preventative
maintenance and repairs on standby generators .

a unit price contract with OB Traffic, for equipment installation services
associated with the Bailey Road Intersection Improvements Project, in
the estimated amount of $63,000.00.
C. Consideration and Possible Action - Resolution No. R2020-3 - A
Resolution of the City Council of the City of Pearland, Texas, renewing a
unit price contract for water treatment chemicals with Napco Chemical
Company, in the estimated amount of $200,000.00, for the period of
January 15, 2020 through January 14, 2021.
D. Consideration and Possible Action - Resolution No. R2020-5 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a
unit price contract for the lease of multi -function devices (printers,
copier, scanners) to Ricoh USA in the estimated amount of $107,000 for
the period of March 1, 2020 through February 28, 2023.
E. Consideration and Possible Action - Resolution No. R2020-4 - A
Resolution of the City Council of the City of Pearland, Texas, renewing a
unit -price service contract for preventative maintenance and repairs on
standby generators to LJ Power Generators, in the estimated amount of
$95,000.00, for the period of January 30, 2020 through January 29, 2021.
F. Consideration and Possible Action - Resolution No. R2020-15 - A
Resolution of The City Council of the City of Pearland, Texas, authorizing
the City Manager or his designee to participate in an interlocal
cooperative pricing arrangement through the Texas Association of
School Boards (TASB) Buy Board for the purchase of one (1) aerial
bucket truck, from Grande Truck Center, in the amount of $134,628.00.
G. Consideration and Possible Action - Resolution No. R2020-16 - A
Resolution of the City Council of the City of Pearland, Texas, renewing a
contract with Katarzyna (Kasia) Kimmel, MD/ MPH for EMS Medical
Director services, in the estimated amount of $75,480.00 for the period of
January 14, 2020 to January 13, 2021.

H. Consideration and Possible Action - Resolution No. R2020-14 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
a design contract with AARK Engineering Services, associated with the
transit pipe water line replacement within the Heritage Green and
Corrigan North subdivisions, in the estimated amount of $146,479.00.
Councilmember Orlando made the motion, seconded by Councilmember Perez, to adopt Consent
Agenda items A through H with exception of items B, C, E.

January 15, 2020 through January 14, 2021.
Councilmember Orlando made the motion, seconded by Councilmember Moore, to approve
Resolution No R2020-3.

E. Consideration and Possible Action - Resolution No. R2020-4 - A
Resolution of the City Council of the City of Pearland, Texas, renewing a
unit -price service contract for preventative maintenance and repairs on
standby generators to LJ Power Generators, in the estimated amount of
$95,000.00, for the period of January 30, 2020 through January 29, 2021.
Councilmember Orlando made the motion, seconded by Councilmember Moore, to approve
Resolution No R2020-4.

1. Consideration and Possible Action Resolution No. R2020-17 - A
Resolution of Appreciation for Councilmember Derrick Reed to recognize
his contributions and service from 2014 to 2019 as Councilmember
Position No. 2.
Councilmember Carbone made the motion seconded by Councilmember Moore, to approve
Resolution No. R2020-17.
AYES: Carbone Little, Moore, Perez, Owens, Orlando.
NAYS: None.

2. Consideration and Possible Action - Resolution No. R2020-6 - A
Resolution of City Council of The City of Pearland expressing
appreciation for Mayor Tom Reid and his exemplary service as Mayor of
the City of Pearland for 39 years and creating the honorary position of
Mayor Emeritus for Mayor Tom Reid.
Mayor Pro -Tem Little made the motion, seconded by Councilmember Perez to approve
Resolution No R2020-6.
AYES: Little, Moore, Perez, Owens, Orlando, Carbone.

3. Council Input & Discussion - 2019 Biennial Community Survey.
City Manager Clay Pearson gave an overview of the purpose for the 2019 Biennial Community
Survey.
Jade Arocha, National Research Center, Inc. Consultant, provided a presentation and a brief
overview of the 2019 Biennial Community Survey results.
4. Consideration and Possible Action - Resolution No. R2020-12 - A
Resolution of the City Council of the City of Pearland, Texas, appointing
one (1) representative and one (1) alternate to the Houston -Galveston
Area Council 2020 General Assembly and Board of Directors.
Councilmember Moore made the motion seconded by Mayor Pro -Tem Little to approve
Resolution No R2020-12.
AYES: Moore, Perez, Owens, Orlando, Carbone, Little.
NAYS: None.
The motion carried. Resolution No. R2020-12 is adopted, to include the appointment of Mayor
Tom Reid as representative and Councilmember Tony Carbone as Alternate.
5. Consideration and Possible Action - First Reading of Ordinance 2000M-
195 - An Ordinance of the City Council of the City of Pearland, Texas,
amending Ordinance No. 2000M, the zoning map of the City of Pearland,
Texas, for the purpose of changing the classification of certain property,
Being all of Lot 1, Block 1 of the Tessie's Place Addition, an addition in

the City of Pearland, Brazoria County, Texas, according to the plat
recorded in County Clerk's File No. 2019038486 of the Official Public
Records of Brazoria County, Texas. (4904 W. Walnut Street). Zone
Change Application No. ZONE 19-00025, a request by Tessie Gurley,
applicant, on behalf of Barclay Barnett, owner; for approval of a zoning
change from Single-family Residential -2 (R-2) and Office & Professional
(OP) to Neighborhood Service (NS), on approximately 0.86 acres of land;
providing for an amendment of the zoning district map; containing a
savings clause, a severability clause, and an effective date and other
provisions related to the subject.
Councilmember Perez made the motion, seconded by Councilmember Moore, to approve the first
reading of Ordinance 2000M-195.

6. Consideration and Possible Action - Second and Final Reading of
Ordinance No. 2000M-187 - An Ordinance of the City Council of the City
of Pearland, Texas, amending Ordinance No. 2000M, the zoning map of
the City of Pearland, Texas, for the purpose of changing the classification
of certain property, Being a 62.46 acres tract of land located in the H.T. &
B RR Company Survey, Abstract No. 551, Brazoria County, Texas, said
62.46 acre tract also being out of a called 38.57 acre tract conveyed to
Forgotten Angels Inc. as per an instrument recorded under Brazoria
County Clerk's File No. 05-002608 of the Official Records of Brazoria
County, Texas and a called 31.628 acre tract as per an instrument
recorded in Volume 92-1024, Page 275 of the Official Records of Brazoria
County, Texas. (3900 Block of Pearland Parkway, Pearland, Texas) Zone
Change Application No. ZONE 19-00001, a request by Justin Barnett, R.
West Development Co, Inc., applicant, on behalf of Triangle 31 LLC,
owner, for approval of a zoning change from Single-family Residential -4

Councilmember Owens made the motion seconded by Councilmember Moore, to approve the
second and final reading of Ordinance 2000M-187.

8. Consideration and Possible Action - Resolution No. R2020-2 - A
Resolution of the City Council of the City of Pearland, Texas, renewing a
unit supply contract for water/wastewater treatment chemicals and water
analysis services with PVS Minibulk, in the estimated amount of
$347,500.00, beginning January 15, 2020 through January 14, 2021.
Councilmember Carbone made the motion, seconded by Mayor Pro -Tem Little, to approve
Resolution No. R2020-2.
AYES: Carbone, Little, Perez, Moore, Owens, Orlando.
NAYS: None.
The motion carried. Resolution No. R2020-2 is adopted.
