INTRODUCTION OF AGENDA AND FORMAT OF HEARING
JOINT SPECIAL MEETING
A request by Bingji Liu, applicant, on behalf of Pearland Town Center LP, owner, for approval of
a Conditional Use Permit (CUP) to allow a foot massage in a leased space within the Pearland
Town Center Planned Development, on approximately 45.75 acres of land; to wit:
Legal Description:
Lot 23, Bock 1 of the Pearland Town Center, a subdivision in the City of Pearland, Brazoria
County, Texas, as recorded in the County Clerk's File No. 2007008914 in the Official Public
Records of Brazoria County, Texas.
General Location:
11200 Broadway Street, Suite 370, Pearland, Texas.
APPLICATION INFORMATION AND CASE SUMMARY
STAFF REPORT: Planner II Florence Buaku provided a brief overview of the proposed
Conditional Use Permit.
APPLICANT PRESENTATION
There was none.
PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED REQUEST
There were none.
PLANNING AND ZONING COMMISSION
Discussion ensued between the Planning and Zoning Commission and Peter Tian, Trinity
Consulting Group, regarding the proposed services offered at the facility. Mr. Tian stated the
services will not be limited to the foot massage.
CITY COUNCIL
Discussion ensued between Council and Peter Tian regarding the need for a conditional use
permit for only a foot massage establishment. Mr. Tian stated the name of the establishment is
Lotus Foot Spa; however, the owner plans to provide additional massage services.
Discussion ensued between Council and Deputy City Attorney Lawrence Provins regarding the
legal notice.
Mr. Tian stated he could modify the conditional use permit to include the other proposed massage
services.
Deputy City Attorney Lawrence Provins stated based on the inaccurate legal notice, the Joint
Special Meeting can be concluded at this time.

CITY COUNCIL NEW BUSINESS
Consideration and Possible Action - Resolution No. R2019- CUP19-00028 - A Resolution of
the City Council of the City of Pearland, Texas, approving a Conditional Use Permit (CUP)
to allow a foot massage establishment in the Pearland Town Center Planned Unit
Development district. Being all of Lot 23, Bock 1 of the Pearland Town Center, a
subdivision in the City of Pearland, Brazoria County, Texas, as recorded in the County
Clerk's File No. 2007008914 in the Official Public Records of Brazoria County, Texas.
(11200 Broadway Suite 370, Pearland, TX). Conditional Use Permit Application No CUP19-
00028, within the Pearland Town Center Planned Unit Development (PUD) district., at the
request of Bingji Liu, applicant, on behalf of Pearland Town Center LP, owner, containing
a savings clause, a severability clause, and an effective date and other provisions related
to the subject.
There was no action taken.
