CALL TO ORDER: Mayor Reid called the meeting to order 6:41 P.M. ROLL CALL AND CERTIFICATION OF QUORUM FOR PLANNING AND ZONING COMMISSION: Commissioner Brandon Dansby Commissioner Ron Wicker Commissioner Layni Cade Commissioner Andrew Earls Commissioner Ashlee Boswell Commissioner Henry Fuertes Also present were Deputy City Attorney Lawrence Provins, Planning Manager Martin Griggs, Senior Planner Mohamed Bireima, Planner Vince Hustead, Planner Samin Bazargan, Planner Florence Buaku, Director of Engineering Robert Upton, Assistant Director of Engineering Raj Shrestha, Assistant Director of Traffic Ryan McKinnis, and Assistant Engineer Rasika Perera. INTRODUCTION OF AGENDA AND FORMAT OF HEARING: Planning Manager Martin Griggs introduced the agenda and format of the Public Hearing. PURPOSE OF THE HEARING: Planning and Zoning Chair Cade stated the purpose of the hearing. Amendments to the Unified Development Code (UDC) No. (T-32) — A request of the City of Pearland, for prosed amendments to the Unified Development Code regarding the following sections: 1 Pearland City Council and Planning and Zoning Commission Joint Public Hearing July 20, 2020 Minutes 1 1. Removing references to the "Director of Parks" within Division 2 of Chapter 4 and replace with "City Manager or their designee". 2. Removing references to the "Director of Engineering" and replace with the "City Engineer" and remove references to the "Director of Planning" and replace with the "Director of Community Development" throughout the UDC. 3. Clarifying the language to define the characteristics between a dwelling unit and an accessory residential structure within Chapter 5. 4. Clarifying banner sign regulations by removing the banner permit fee from Section 4.2.5.5(c)(3).5. Removing and adding language to allow banners attached to lighting fixtures in parking areas of sites used as public educational facilities or campuses. APPLICATION INFORMATION AND CASE SUMMARY: A. STAFF REPORT Planning Manager Griggs gave an overview of the Staff Report. B. APPLICANT PRESENTATION There was no Applicant Presentation. C. STAFF WRAP UP There was no Staff Wrap Up. PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED REQUEST: Mayor Reid called for comments. There were none. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION: Council, Planning Commission, and Staff discussed the case.
