CALL TO ORDER
Mayor Reid called the meeting to order 6:44 p.m. with the following present:

PURPOSE OF THE HEARING NO. 1
A request by Manzoor Memon, applicant, on behalf of Esther Ando, owner, for approval of a zone
change request from Single-family Residential -1 (R-1) District to General Commercial (GC)
District, on approximately 4.60 acres of land; to wit: Legal Description: Being a tract containing
2.75 acres of land, more or less, out of the Northeast '/2 of Lot 17, of the George W. Jenkins
Subdivision of the lower'/4 of the W.D.C. Hall League, Abstract 70, Brazoria County, Texas. Also
being a tract containing 2 acres of land, more or less, out of the Northeast '/2'of Lot 17 of. the
George W. Jenkins Subdivision of the lower'/4 of the W.D.C. Hall League, Abstract 70, Brazoria
County, Texas. General Location: 3302 Dixie Farm Road, Pearland, Texas.

Senior Planner Bireima presented the Staff Report with exhibits and stated

this request is to develop a veterinary clinic/animal hospital and a retail center with eight lease
spaces on a portion of the site, leaving the rest for future expansion of the veterinary clinic/animal
hospital. Staff has received at least three calls in opposition to this request. The subject property
is designated on the 2015 Future Land Use Plan as Low -Density Residential and is inconsistent
with the Future Land Use; However, the property is consistent with the City's Major Thoroughfare
Plan. The subject property is vacant and abuts a residentially zoned property on two sides. If the
zone change request is granted, a buffer will be required on all sides of the subject property
abutting residential zoned property. Additionally, any development on the subject parcel will be
required to meet Corridor Overlay District requirements regarding faQade design, setbacks,
landscaping, parking, and screening.

Mayor Pro -Tem Little recognized Kathy Ross, 1910 Willow Lake. Ms. Ross spoke in opposition
to this project.
COUNCIL/PLANNING COMMISSIONS/STAFF DISCUSSION
Council and Planning and Zoning discussed the proposed zone change and the possible
traffic in the proposed area. Council and the Commission had additional questions for
the applicant who was absent from the meeting.

Mayor Reid adjourned the meeting at 7:18 P.M.
