STAFF REPORT:
Planning Technician Samin Bazargan reported on the requested Conditional Use Permit to allow
for auto glass repair/tinting located in the Planned Development zoning district.
APPLICANT PRESENTATION:
Applicant Mrs. Sanchez reported on the requested Conditional Use Permit stating that they
have an existing Auto Repair shop and want to use a portion to do window tinting.

PLANNING COMMISSION/COUNCIL/STAFF DISCUSSION
Commissioner Duncan stated he has no issue and is in favor due to it is an existing automotive
development.
Commissioner Starr spoke in favor as existing business trying to expand which is a positive for
the community.
Councilmember Carbone, Councilmember Moore, Councilmember Reed, Councilmember
Ordeneaux, Councilmember Perez, Councilmember Owens have no comment.
Councilmember Little stated he does not have a problem with this item and wished the business
owner luck.

Council Action - Resolution No. R2018-CUP18-00010 -A resolution of the City Council of the
City of Pearland, Texas, approving a Conditional Use Permit (CUP) to allow for an auto glass
repair/tinting located in the General Commercial (GC) zoning district, A 1.0000 acre land
out of a 3.144 acre tract of land out of Lot 23 of the Allison Richey Gulf Coast Home Company's

represented by Teir Allender, owner; for approval of a Conditional Use Permit (CUP) to allow for
studio — tattoo or body piercing (microblading) located in the Planned Development (Pearland
Town Center) (PD) zoning district; on approximately 45.6077 acres of land.
Legal Description:
Lot "23" being a parcel of land containing 45.6077 acres out of a description of 142.9664 acres
(6,227,617 square feet) of land out of Pearland Town Center, a subdivision of 143.6500 acres as
recorded under File Number 2007008914 of the Plat Records of Brazoria County, Texas, and
situated in the H.T. & B.R.R. Co. Survey, Abstract 300, Section 81, Brazoria County, Texas.

STAFF REPORT:
Planning Technician Samin Bazargan reported on the requested Conditional Use Permit to allow
for tattoo and body piercing (microblading) located in the Planned Development zoning district.
APPLICANT PRESENTATION:
Applicant Tomeka Mc Leod reported on the requested Conditional Use Permit stating her and
her husband own multiple high end salons and would like to lease out stalls for microblading
which is a form of tattooing the eyebrows.

REQUEST: None
PLANNING COMMISSION/COUNCIL/STAFF DISCUSSION
Commissioner Starr no objections
Commissioner Tunstall recommend limiting permit to microblading only.
Conversation ensued between Councilmember Reed and Councilmember Owens regarding why
the CUP states tattoo/microblading if there will be no tattoos. Councilmember Reed states City
Ordinance and State licensing Permit includes tattooing and microblading, therefore the request
is worded that way.

Tomeka McLeod states no tattooing will happen outside of microblading.
Per City Attorney Darrin Coker, the City is able to limit the permit.
Councilmember Perez suggest an amendment to exclude tattooing.
Councilmember Little, Carbone, Moore and Ordeneaux have no comment.

Councilmember Perez made the motion, seconded by Councilmember Owens to amend
Resolution No. R2018-CUP18-00006 limit permit to microblading only.
Voting "Aye" Councilmembers Carbone, Moore, Reed, Little, Perez and Owens.
Voting "No" Councilmember Ordeneaux.
