CALL TO ORDER
Mayor Tom Reid opened a series of public hearings at 6:30 p.m.

Mayor Tom Reid opened the public hearing for Amendments to the Thoroughfare Plan at
6:30 p.m.
P&Z Chairperson Daniel Tunstall read into the record the Amendments to the Thoroughfare
Plan
Deputy City Manager Jon Branson gave a brief explanation of the meetings presentation
by City Engineer Robert Upton.
Planner Armon Irones explained the order of agenda and the format of the hearing
PURPOSE OF HEARING
Amendments to the Thoroughfare Plan - A request of the City of Pearland, for proposed
amendments to the Thoroughfare Plan.
Staff recommends the adoption of the Thoroughfare update.
APPLICATION INFORMATION AND CASE SUMMARY
City Engineer Robert Upton presented the minor updates, charts and maps.

PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED REQUEST
Mr. Corbet Post, 2240 Roy Rd. Pearland TX 77581, had concerns with the widening of
Hughes Ranch Rd.
COUNCILIPLANNING COMMISSIONISTAFF DISCUSSION
Councilmember Keith Ordeneaux asked for clarification on the amendment no. 6. Mr. Upton
explained that it wasn't a dedicated ROW but a dedicated easement. Mr. Ordeneaux
commented on the future north and south growth on the thoroughfare plan. Councilmember
Trent Perez commented on the impact to land owners regarding the future thoroughfare
plan and ROW allocation. Councilmember Derrick Reed commented on "old Council" and
"new Council" changes. Mr. Reed asked what the plan was for the entrance and exit ramp
going northbound on SH 288. Mr. Upton informed that it is planned for 2025, however the
City and County were in discussions on how to accelerate the timeline. Councilmember
Tony Carbone asked Staff for explanation on amendment no. 2. Mr. Upton explained that it
was placed there at the time of the 288 development as an upgrade it would be best to
remove that off. A discussion ensued in regards to the Hughes Ranch Rd. connection. Mr.
Ordeneaux gave a full disclosure that his family owned some property in one of the
amendment areas. Councilmember Gary Moore had concerns with how a property owner
would be notified and proceedings once a decision is made that a road is going to be widen
or extended through someone's property. Mr. Upton explained that it is advertised publically
in the newspaper and briefly explained the process. Mr. Ordeneaux commented that the
discussion this time is where we see the need where do we see roads moving forward.
Councilmember Woody Owens explained the concerns of east -west connections that were
addressed in "old Council". Mr. Perez asked Staff what the idea was for the southwest
corner that extends outside of the ETJ. Mr. Upton explained it may be a better connecter to
Future CR 58 to Lakes of Savannah. Mr. Ordeneaux asked legal the rights the city has for
a thoroughfare plan in an ETJ area. City Attorney Darrin Coker explained the dedications
would be required through the platting process which covers city limits and ETJ. Mr.
Carbone requested that GIS provide an aerial map of the overlay and asked what the
process would be if an adjustment would be made to Hughes Ranch Rd. Mr. Upton
explained they would number it for discussion.
