2017-11-06 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, NOVEMBER 6, 2017, AT 7:00 P.M. IN THE TRAINING ROOM, PUBLIC SAFETY BUILDING, 2555 CULLEN PARKWAY, PEARLAND,TEXAS. Mayor Reid called the meeting to order at 7:56 p.m. with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember Councilmember Councilmember - City Manager City Attorney City Secretary MOTI"IF0.0 re Derrick Reed Tony Carbone Gary Moore Keith Ordeneaux J. David Little Trent Perez Woody Owens Clay Pearson Darrin Coker Young Lorfing Others in attendance: Jon Branson Deputy City Manager; Jimontanae McBride City Planner; Robert Upton City Engineer; Joel Hardy Interim Management Assistant; Lawrence Provins Deputy City Attorney. Call to Order New Business: Council Action — Resolution No. R2017-236 — A Resolution of the City Council of the City of Pearland, Texas, urging the Texas Congressional Delegation to request and support funding for the U.S. Army Corps of Engineers authorized construction ready project on Clear Creek for 2018. Councilmember Moore made the motion, seconded by Mayor Pro -Tem Reed to approve Resolution No. R2017-236. Deputy City Manager Jon Branson reported a third allocation of disaster recovery funding is expected to be before Congress in November, including consideration of the Clear Creek Project. This resolution is intended to inform our elected officials of Pearland's support for the project and encourage them to include the project in this allocation of . funds. Councilmember Ordeneaux stated he is in full support of this and hopes it gets funded. Councilmember Carbone left the Council Chamber at 7:56 p.m. Page 1 of 3 — 11/6/2017 Voting "Aye" Councilmembers Moore, Reed, Ordeneaux, Little, Perez and Owens. Voting "No" None. Motion Passed 6 to 0, with Councilmember Carbone absent from the Chambers. Council adjourned into Executive Session under Texas Government Code at 8:00 p.m. to discuss the following: EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE 1. Section 551.074 — Personnel Matters — Regarding the Annual Evaluation of the Municipal Court Judge. 2. Section 551.074 — Personnel Matters — Regarding the Annual Evaluation of the City Attorney. New Business Continued: Council returned from Executive Session at 9:22 p.m. Council Action — Regarding the Annual Evaluation of the Municipal Court Judge. Councilmember Carbone made the motion, seconded by Mayor Pro -Tem Reed to approve the salary adjustment for the Municipal Court Judge as discussed in Executive Session. Voting "Aye" Councilmembers Carbone, Moore, Reed, Ordeneaux, Little, Perez and Owens. Voting "No" None. . Motion Passed 7 to 0. Council Action — Regarding the Annual Evaluation of the City Attorney. Councilmember Carbone made the motion, seconded by Mayor Pro -Tem Reed to approve the salary adjustment for the City Attorney as discussed in Executive Session. Voting "Aye" Councilmembers Carbone, Moore, Reed, Ordeneaux, Little, Perez and Owens. Voting "No" None. Motion Passed 7 to 0.
