MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, HELD ON MONDAY, OCTOBER 16, 2017, AT 6:30 P.M. IN THE
TRAINING ROOM, PUBLIC SAFETY BUILDING, 2555 CULLEN PARKWAY,
PEARLAND, TEXAS.
Mayor Reid called the meeting to order at 6:30 p.m. with the following present:

Call to Order
Public Hearing -2"" Public Hearing on the City of Peariand's incorporation of Annexation
Areas A, C, I, L and P into the City limits.
Area "A" being comprised of approximately 885 acres located north of Brazoria County
MUD 22, east of County Road 564, south of County Road 92, and west of County Road
48;
Area "C" being comprised of approximately 18 acres located north of McHard Road,
abutting Clear Creek at the northeast comer of nearby Country Place subdivision;
Area "I" being comprised of approximately 344 acres located north of Southbelt Industrial
Drive, west of Almeda School Road, south of Beltway 8, and east of FM 521;
Area "L" being comprised of approximately 1,002 acres located northeast of SH35,
between Dixie Farm Road and County Road 129;
Area "P" being comprised of approximately 260 acres located just south of Magnolia
Road, just north of Bailey Road, west of Manvel Road, and east of Webber Drive and
Deerbrook Court.

Staff Review:
Interim Management Assistant Joel Hardy presented an overview of the Annexation
Areas.

Veronica Cardell, 2905 Honeysickle Street, addressed Council stating her concerns
against annexing Area "A".
Caye Hauser, 2807 Honeysickle Street, addressed Council stating her concerns against
annexing Area "A".
Mary Sue Cardell, 2902, 2907 & 2904 Honeysickle Street, addressed Council stating her
concerns against annexing Area "A".
Ed Lang, 14800 Jersey Shore Drive, addressed Council stating his concerns against
annexing Area "I".
Michele Falzon, 707 Westfield, addressed Council stating her concerns against annexing
Areas "I" and "L".
Jack Callaway, 17004 County Road 127, addressed Council stating his concerns against '
annexing Area "L".
Gary Stahlhebet, 16730 County Road 127, addressed Council stating his concerns
against annexing Area "L".

annexing Area V.
Charles Williams, 1627 County Road 130, addressed Council stating his concerns against
annexing Area V.
Gethan Einkauf, 4510 Dana Lynn Lane, addressed Council stating his concerns against
annexing Area "P".
' Cynthia Alaniz, 5009 McKnight Road, addressed Council stating her concerns against
annexing Area "P".
Jason Smith, 5007 McKnight Road, addressed Council stating his concerns against
annexing Area "P".
William Brummett, 3441 County Road 89, addressed Council stating his concerns against
the annexation.
Council/Staff Discussion:
City Manager Clay Pearson stated the comments were heard and staff will get more
clarification. It is in the best interest of the overall community to proceed at this time and
have the two opportunities for consideration of the ordinances in November 2017.
Councilmember Ordeneaux stated he would be happy if I get either the 69,000 votes
Council represents from the registered voters of Pearland or his share which would be
9,898. His statement was all the voters of Pearland and the areas being annexed. That
is not what the state law states.
I Discussion ensued between Councilmember Carbone and Interim Management
Assistant Joel Hardy regarding the dates of the first and second readings of the
Annexations will be scheduled for the Regular Council Meetings of November 13, 2017

and November 27, 2017. '
Councilmember Little thanked everyone for attending the meeting and speaking on a
subject you're passionate about. He further stated he is going to look at this closely
because he has not made up his mind regarding the annexation.
Councilmember Owens stated he appreciated everyone coming out and speaking.
The annexation is a big concern to Council. He further stated personally he does not see
a reason for him to vote for the annexation.
Discussion ensued between Councilmember Perez and Director of Community
Development John McDonald regarding if the annexation passes the additional process
of how the City goes through the procedure of zoning.
Interim Management Assistant Joel Hardy stated staff does have the task of developing
and putting the measures into place regarding the development agreements with the '
agricultural exempt properties. He further stated staff will continue responding to the
residents of these areas and their requests for information and concerns.
Discussion ensued between Councilmember Owens and Interim Management Assistant
Joel Hardy regarding If the annexations pass these properties would be available for
taxation by the taxing authority starting January 1, 2018.
