Mayor Reid called the meeting to order at 6:36 p.m. with the following present:

Call to Order
Public Hearing —1St Public Hearing on the City of Pearland's incorporation of Annexation
Areas A, C, I, L and P into the City limits.
Area"A" being comprised of approximately 885 acres located north of Brazoria County
MUD 22, east of County Road 564, south of County Road 92, and west of County Road
48;
Area "C" being comprised of approximately 18 acres located north of McHard Road,
abutting Clear Creek at the northeast corner of nearby Country Place subdivision;
Area "I" being comprised of approximately 344 acres located north of Southbelt Industrial
Drive, west of Almeda School Road, south of Beltway 8, and east of FM 521;
Area "L" being comprised of approximately 1,002 acres located northeast of SH35,
between Dixie Farm Road and County Road 129;
Area "P" being comprised of approximately 260 acres located just south of Magnolia
Road, just north of Bailey Road, west of Manvel Road, and east of Webber Drive and
Deerbrook Court.

Staff Review:
Interim Management Assistant Joel Hardy presented an overview of the Annexation
Areas.
Citizen Comments:
Gerard Hauser, 2807 Honey Sickle, addressed Council stating his concerns against
annexing Area "A".
Michele Falzon, 707 Westfield, addressed Council stating she is a tax paying resident
and business owner. She stated her concerns against annexing Areas "I" and 'U'.
Gus Rodriguez, 18007 County Road 132, addressed Council stating his concerns against
annexing Area "U.
Mike Rathje, 16732 County Road 127, addressed Council stating his concerns against
annexing Area "U.
Mike Harris, 1629 County Road 130, addressed Council stating his opposition to annex
Area "U. He further stated he would like Council to specifically address the question of
what are the City's master plan for water, sewer and trash services and when will it be
provided.
Mike Elliott, 1815 County Road 130, addressed Council stating his concerns against
annexing Area "U.
Jeff Brennan, 16930 County Road 127, addressed Council stating his concerns against
annexing Area "U. He further stated he has some questions he would like answered. Was
all proper legal means followed in notifying the residents of this annexation. Is it required
by law to notify the residents of the date and time of a Public Hearing. Did the airport
management/residents and/or owners request this annexation. Is there an agreement in
place between the airport management and the City. Has a recent study been performed
on the economic liability of the airport. If so he would like to request a copy. Is the City
purchasing the airport. If the City is purchasing the airport there are Federal Aviation
Administration (FAA) regulations that have to be followed and monitored. Has Pearland
Economic Development been approached about funding the infrastructure and
development on the airport. What zone is the City considering around the airport. Does
the water and wastewater infrastructure have the capacity to handle what has already
been annexed by the City and what is in the proposed annexation area. He would like the
calculations of capacity of these services. Has City services already been promised to the
airport management/owner and/or developer. If so he would like a copy of the agreement.
Does the City have a timeline when City services will be provided to Area "U. Has the
City Council, Staff, Administration asked for, applied for, or requested and received from
TxDOT FAA funds for an airport study and/or runway expansion prior to this annexation
proposal.

Jack Callaway, 17004 County Road 127, addressed Council stating his concerns against
annexing Area "U.
Hayley Beeson, 17018 County Road 127, addressed Council stating her concerns against
annexing Area "U.
Jane Beeson, 17018 County Road 127, addressed Council stating her concerns against
annexing Area "U.
Mark Allen, 17626 Airfield Lane, addressed Council stating his concerns against annexing
Area "L". He further stated he would also like answers to the previous questions asked.
He would like the answers in writing by the next Public Hearing meeting.
Charles Williams, 1627 County Road 130, addressed Council asking why the residents
do not have the right to vote regarding the annexation.
Glenn Einkauf, 4510 Dana Lynn Lane, addressed Council stating his concerns against
annexing Area "P".
Jason Smith, 5007 McKnight Road, addressed Council stating his concerns against
annexing Area "P".
Bill Brummett, 3441 County Road 89, addressed Council stating his concerns against
annexing Area?".
Jeff Creds, 4501 Arnold Drive, addressed Council stating his concerns against annexing
Area "P".
Jackie Gawlik, 4825 Ethel Street, addressed Council stating her concerns against
annexing Area "P".
Gary Wilson, 4603 Meade Road, addressed Council stating his concerns against
annexing Area "P".
Ricky Cherry, 3110 Old Chocolate Bayou Road, addressed Council stating his concerns
against annexing Area "P".
Caye Hauser, 2807 Honeysickle, addressed Council asking where she would find the
answers to the questions that were asked tonight. She further stated her concerns against
the annexation.

Council/Staff Discussion:
City Manager Clay Pearson stated Staff will prepare a next generation FAQ sheet with
answers to the questions that were asked and it will be published on the City's
website no later than Thursday, October 12, 2017. The maps of the proposed
annexations and the dates and times of the next Public Hearing will also be published.
Councilmember Ordeneaux stated for those not familiar with the process there will be
another Public Hearing for residents to attend and speak. The votes by Council will be on
November 6, 2017 and November 13, 2017. He further stated he has been through this
with his family's home and land. His family has been in this area for over 100 years. He
stated as an elected representative it is his job to give his view point and reasoning.
He does understand what the residents are feeling probably better than what they believe.
The problem is when there is a good community people want to move in. The state law
has forced the City's hand. Personally he does believe the annexation is what is best
for the City of Pearland.
Councilmember Perez stated he understands and feels the resident's argument.
Anyone on that side of the table will feel as the residents do. Annexation will affect the
residents, there will be a higher tax bill. It is about building a community. There are
benefits to being annexed. What the residents need to know is why this is a motivation to
the City is because the City has to plan now for what the City needs to do in the future.
As the City grows Council/Staff have to be prepared for the growth. What returns to the
residents is an increase in property value and increase in services over time.
Councilmember Owens stated the questions that were asked are good questions and
deserve answers. He further stated his biggest concern is the debt the City has. The
state is forcing the City's hand on this annexation to be done in a certain period of time.
Councilmember Perez stated he is not convinced the homes on the north end part of
the airport against the front entrance are necessary to annex for the City to meet the City
goals. He is personally requesting those homes be excluded from annexation.
