Call to Order Public Hearing — Public Hearing on the Proposed Fiscal Year 2017-2018 Budget. Staff Review: Proposed 2017 — 2018 Budget. City Manager Clay Pearson provided an overview of the Proposed Fiscal Year 2017-2018 Budget. Budget Officer John McCarter provided an overview of the Proposed Fiscal Year 2017- 2018 Water and Sewer Budget. Citizen Comments: None. Council/Staff Discussion: Discussion ensued between Councilmember Owens and City Manager Clay Pearson regarding re -occurring cost, water and sewer rates. Page 1 of 2 — 9/5/2017 Discussion ensued between Councilmember Perez, City Manager Clay Pearson and Director of Community.Development John McDonald regarding the debt service, garage sale fees and re -inspection fees. Discussion ensued between Councilmember Little and City Manager Clay Pearson regarding the 2018 property tax assessment. Councilmember Ordeneaux stated his concerns regarding needing to have cash on hand, the staffing cost during Hurricane Harvey and being reimbursed by FEMA. Discussion ensued between Mayor Pro -Tem Reed and City Manager Clay Pearson regarding when Council will see the costs from Hurricane Harvey and FEMA reimbursement. Discussion ensued between Councilmember Moore and City Manager Clay Pearson regarding the hotel taxes related to Hurricane Harvey. Councilmember Carbone stated regarding Hurricane Harvey the effects of the evaluation will not be felt until the next budget cycle. Typically for affected counties the homeowners are allowed to pay out their property taxes in quarterly payments. The City may see income as it comes in around December 2018 or January 2019. He further Stated in terms of the re -inspections he is concerned regarding the small businesses a that are trying to develop in Pearland. Budget Officer John McCarter presented an overview of the proposed 2017 Tax Rate for the 2017-2018 Budget. Citizen Comments: None. Council/Staff Discussion: Councilmember Moore stated he is not in favor of the proposed tax rate and will vote against it. ' Councilmember Perez stated he thinks the City needs to reinvest. The City's performance during Hurricane Harvey compared to neighboring City's is an example Page 1 of 2 — 9/5/2017 how the City's infrastructure deals with the extreme if you invest in it. He is not sure if ' he's comfortable in going above the roll back tax rate. Councilmember Owens stated for Pearland to rebuild after Hurricane Harvey may be a three year process. He believes revenue is going to be sporadic over the next year. Discussion ensued between Councilmember Owens, City Manager Clay Pearson and Deputy City Manager Jon Branson regarding making ends meet, next year's budget and financial policies.
