MINUTES OF A JOINT SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, HELD ON MONDAY, DECEMBER 19, 2016, AT 6:30 P.M. IN THE
COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
Mayor Reid called the meeting to order at 6:45 p.m. with the following present:

Absent: Councilmember Keith Ordeneaux.
Absent: Planning & Zoning Commissioners Daniel Tunstall and Troy Pradia.
Others in attendance: Jon Branson Deputy City Manager; Matt Buchanan President of the
Pearland Economic Development Corporation; Trent Epperson Assistance City Manager;
Lata Krishnarao Director of Community Development.
Purpose of the Meeting:
Input and Discussion: A request of David Ferrette, Applicant; on behalf of Anthony and
Kimberly Giuliani; owners; for a joint workshop regarding a proposed Planned Development
known as "The Regent of Pearland"; a proposed assisted living facility with independent
living, assisted living, and memory care functions, including approximately 9.6135 acres of
land located on the east side of Dixie Farm, south of the intersection of Broadway Street
and Dixie Farm Road, 3205 Dixie Farm Road, Pearland, TX.
Director of Community Development Lata Krishnarao gave an overview of the proposed
planned development located at 3205 Dixie Farm Road.
Andrew Basilio, Cincinnati, Ohio, presented a slide show presentation of the proposed
Planned Development known as "The Regent of Pearland".
Councilmember Perez stated the development is very nice. He further stated his concerns
why this development is not meant for this area of Pearland. He would be voting no.
Discussion ensued between Andrew Basilio and Councilmember Hill regarding the
difference between independent living and assisted living.
Councilmember Hill stated this project will not fit in that particular area

Discussion ensued between Director of Community Development Lata Krishnarao and
Mayor Pro -Tem Moore regarding the density of this development.
Mayor Pro -Tem Moore stated he is not in favor of the development. '
Councilmember Reed stated he is not opposed of something going in that location, he is
opposed to the building being four stories going in that area.
Discussion ensued between Councilmember Carbone, Director of Community
Development Lata Krishnarao and Andrew Basilio regarding the detention pond area and
the future land use plan showing as General Business (GB).
Councilmember Carbone stated what he is reaching for is what variances Council is looking
for. He stated he heard from three Councilmembers that are opposed to the development.
He stated he can see there has been a lot of capital spent so far and he does not want the
applicant to spend more to re -design if the applicant is going to get the same answer from
Council. He further stated if Council could give the applicant some clarity in regards to that.
Councilmember Perez stated the transition of this with a plan use plan would be a General
Business (GB) up against a low density residential and that is not appropriate. He thinks
this development will work just not in this area.
Discussion ensued between Councilmembers regarding threw out the City there are
apartments/hotels being built up against residential. ,
Discussion ensued between Councilmember Carbone and Director of Community
Development Lata Krishnarao regarding notifications are not required to be sent to residents
for a workshop, only when there is going to be a Joint Public Hearing.
Planning and Zoning Commissioner Mary Starr stated this is a needed facility and Pearland
needs something like this on that side of town. She stated she visited an aunt that lived in
a three story facility like this. It was very nice, clean facility, a good place for seniors to live,
be comfortable and enjoy the company of other people. She further stated there is enough
distance between the facility and the single family residents that there should not be any
problems.
Planning and Zoning Commissioner David Selsky stated it is a beautiful facility. In the next
couple of decades Pearland might have over 200,000 residents that will need to be
accommodated. He stated he lives on the west side of Pearland where there are several
facilities like this. If these facilities were in place when he was looking for a home he would
not have moved to west Pearland.
Planning and Zoning Commissioner Derrell Isenberg stated his concerns regarding the
residents that live in that area how they would feel about a facility like this. He further stated
he does agree Pearland needs a facility like this on this side of town, he is not sure about a
four story building that fronts a major street. '

Planning and Zoning Commissioner Ginger McFadden stated other than the building height
' she has no other issues.
Councilmember Reed stated for clarity he heard Councilmember Perez state that he would
be voting against this. He asked about the other Councilmembers.

Councilmember Hill stated he would be voting against this.
Andrew Basilio stated what he is hearing is the height, the fortress appearance and the
facade are things that can be addressed.
Mayor Pro -Tem Moore stated it is too dense, trying to put too much in 9.6 acres.
