MINUTES OF A JOINT SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, HELD ON MONDAY, NOVEMBER 21, 2016, AT 7:30 P.M. IN THE
COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
Mayor Reid called the meeting to order at 7:39 p.m. with the following present:

Others in attendance: Jon Branson Deputy City Manager; Matt Buchanan President of the
Pearland Economic Development Corporation; Martin Griggs Senior Planner; Trent Perez
Assistance City Manager; Lata Krishnarao Director of Community Development; Richard
Mancilla Assistant Director of Engineering; Lawrence Provins Deputy City Attorney; Robert
Upton Director of Engineering.
Purpose of the Meeting:
Input and Discussion: A request of Peter Boecher, Applicant; on behalf of Lois Summers
and Rodgers Families; owners; for a joint workshop regarding a proposed Planned
Development known as "Massey Oaks'; a proposed master planned community, including
approximately 370 acres of land located south of CR 100/McKeever Road at the intersection
with Harkey Road.
Director of Community Development Lata Krishnarao gave an overview of the Massey Oaks
Planned Development.
Ron Cobb Developer and Builder, 275 Hill Street, Reno, Nevada addressed Council giving
an overview of the Massey Oaks Plan and design.
Chris Patterson RBI Representative, 19 Briar Hollow Lane, Houston, Texas addressed
Council sharing his vision of Massey Oaks.
Discussion ensued between Councilmember Carbone and RBI Representative Chris
Patterson regarding off-site roads and utility improvements that was not addressed in the
Planned Development.
Councilmember Reed stated he is not fond of 55 foot lots. In the near future when more
information is brought before Council he may be more positive.

Mayor Pro -Tem Moore stated his concerns regarding the affects the development would
have on the City's Wastewater Treatment Plants and the significant cost. '
Discussion ensued between Councilmember Hill and RBI Representative Chris Patterson
regarding the City's infrastructure with the development of this property and the five well
sites on the property.
Discussion ensued between Councilmember Perez and RBI Engineer Jason Johnson
regarding the impact on the City's infrastructure.
Councilmember Perez stated when this is brought back to Council he would like to see a
solid plan showing what will be done with the off-site infrastructure.
Discussion ensued between Councilmember Carbone and RBI Representative Chris
Patterson regarding the cost of the homes will start at $330,000 and higher.
Discussion ensued between Mayor Pro -Tem Moore and Developer Ron Cobb regarding
the square footage of the homes will be 1,800 to 2,000 square feet.
Councilmember Carbone stated the concern is how to get comfortable with higher value
with this development.
Councilmember Hill stated Pearland is one of the fastest growing cities in the nation. There '
are a lot of community's all over the United States that would probably jump on this because
they need development, but Pearland does not need development. It has to be a balance,
a win for everybody and funding is the issue.
Councilmember Perez stated the City cannot afford to extend ourselves for development
that Pearland does not necessarily need. We cannot hurt the residents that already live
here by extending resources the City does not have.
City Attorney Darrin Coker stated for clarification the next step in this process is putting the
terms into a Development Agreement. Several things that would need to occur is to annex
property, zone property, create a Municipal Utility District (MUD), a lot of right-of-ways would
have to be acquired. These are issues that need to be worked out before going to the next
steps. Everyone will need to know what their responsibilities are going to be otherwise the
cart will be before the horse. The key element here is a Development Agreement.
