CALL TO ORDER
P&Z Acting Chairperson Daniel Tunstall opened the meeting for the P&Z Regular Meeting
at 6:00 p.m.
In attendance were:

CONSENT AGENDA
P & Z Commissioner Mary Starr made the motion to approve the consent agenda, P&Z
Commissioner Derrell Isenberg seconded the motion.
The vote was 7 to 0. The Consent agenda was approved.
CONSIDERATION & POSSIBLE ACTION — EXCUSE OF ABSENCE
Excuse the absence of P & Z Commissioner Thomas Duncan from the Regular Meeting
& JPH meeting held on November 2, 2015.

P&Z Acting Chairperson Daniel Tunstall read the consideration & possible action for
Final plat of Avalon Terrace.

The vote was 7-0, Final Plat of Avalon Terrace Section 6 approved,
CONSIDERATION & POSSIBLE ACTION — FINAL PLAT OF SOUTHERN OAKS
A request of Rene Rodriguez, LJA Engineering, the applicant; on behalf of Vanessa
Rodriguez, owner; for approval of the Final Plat of Southern Oaks creating 99 residential
lots and 5 reserves located on 31.127 acres, to wit;
Legal Description: Being 31.127 acres of land out of the H.T. & B.R.R. Co. Survey,
Section 84, Abstract 538, City of Pearland, Brazoria County, Texas.
General Location: West side of Kingsley Drive at Quite Pines Lane
P & Z Commissioner Thomas Duncan made the motion to approve and P & Z Mary Starr
seconded the motion.
P & Z Commissioner requested for this item to be taken off the agenda due to the traffic
study & drainage, requests status on property and if developer agreement is in place
before granting final plat.
Assistant Engineer Richard Mancilla commented the design for subdivision included traffic
study.
Senior Planner Ian Clowes, Associate Planner Vince Hustead and Assistant Engineer
Richard Mancilla commented yes to all in place on developer's agreement and
infrastructure agreement.
P & Z Commissioner Troy Pradia asked if City Council approves plans.

Acting Chairperson Daniel Tunstall commented not necessarily.
City Planner Frankie Lagaux inquired about the decision deadline process.
Associate Planner Vince Hustead explained how the deadline procedure was performed.
P & Z Acting Chairperson Daniel Tunstall and P & Z Troy Pradia questioned the
ramifications if requirements aren't met.
Associate Planner Vince Hustead explained ramifications process.
P & Z Acting Chairperson Daniel Tunstall wanted confirmation that all legal documents had
been met.
Senior Planner Ian Clowes explained about the preliminary agreement is included in the
agenda all requirements have been met and there was a typo in the agenda.
Acting Chairperson Daniel Tunstall made examples of drainage & infrastructure not
completed per plans and would like to see some type of proof made available that
developer will build per plans.
Deputy City Attorney Lawrence Province explained the UDC.
New P & Z Commissioner David Selsky inquired about the plat process.
Senior Planner Ian Clowes explained the plat process.
Deputy City Attorney Lawrence Province explained the PD submittal process.
P & Z Commissioner Troy Pradia commented check & balances should be in place.
Deputy City Attorney Lawrence Province agreed.
Acting Chairperson Daniel Tunstall asked if the applicant was present.
The vote was 6 to 1. Final Plat of Avalon Terrace Section 6 was approved.
MATTERS REMOVED FROM CONSENT AGENDA — NONE
CONSIDERATION & POSSIBLE ACTION — REPLAT NUMBER 1 OF LOT 4A BLOCK 2

A request of David Randolph, Lentz Engineering, the applicant; on behalf of Anupama
Hiremaglur, owner; for approval of a Replat Number 1 of lot 4A of Block 2 Kirby Commons

P & Z Commissioner Thomas Duncan made the motion to approve Replat number 1 of lot
4A block 2 Kirby Commons and P & Z Commissioner Mary Starr seconded the motion.
The vote was 7 to 0. Replat number 1 of lot 4A block 2 Kirby Commons was approved.

Commissioners Activity Report — None
Bailey Road Annexation Update — City Planner Frankie Legaux informed the annexation
was approved, effective date was December 3, 2015, courtesy letters were mailed out to
agencies and service providers, GIS has been updated. Deputy Attorney Lawrence
Provence informed clearance letters were mailed out and mentioned this should be last
time on the agenda. Senior Planner Ian Clowes informed the city is working with the
county to honor permits. Deputy Attorney Lawrence Province clarified the inspection &
permit process for annexation.

requested to include following items.
