CALL TO ORDER
Mayor Tom Reid opened a series of public hearings at 8:03 p.m.
The following were present:

Also present were City Manager Clay Pearson, Deputy City Manager John Branson,
Assistant City Manager Trent Epperson, City Attorney Darrin Coker, Director of Community
Development Lata Krishnarao, City Planner Frankie Legaux, Senior Planner Ian Clowes,
Associate Planner Vince Hustead, City Engineer Sue Polka, Assistant City Engineer
Richard Mancilla, Deputy City Attorney Lawrence Provins, PEDC President Matt Buchanan
and Office Assistant Jennifer Tatum.
Senior Planner Ian Clowes presented the public hearing process and order of the agenda.
Mayor Tom Reid opened the public hearing for Zone Change Application No. 2015-07Z at
6:40 p.m.

PURPOSE OF HEARING
P&Z Chairperson Henry Fuertes read the purpose of the hearing into the record.
Zone Change Application No. 2015-10Z
A request of Arnold A Patterson, applicant; on behalf of Pearland New Harvest Christian
Fellowship, Inc. owner; for approval of a change in zoning from the Single Family
Residential — 1 (R-1) zoning district to the Office Professional (OP) zoning district; on
approximately 3.850 acres of land, to wit:
Legal Description: Being a 3.850 acre tract in the H.T. & B.R.R. Company Survey,
Abstract No. 564, Brazoria County, Texas. Said 3.850 acre tract is in Lot 1, Block 1 of
the New Harvest Christian Fellowship Subdivision as recorded in Clerk's File No.
2010052506 in the Brazoria County Official Public Records, Brazoria County, Texas
General Location: 12216 Broadway Street, Pearland, TX
APPLICATION INFORMATION AND CASE SUMMARY
Senior Planner Ian Clowes read the staff report stating the applicant was seeking a zone
change from R-1 to OP (office professional). Mr. Clowes stated staff was recommending
approval.

Mr. Arnold Patterson, applicant, stated they have worked with staff in the past and that
this was the best option. Mr. Patterson stated they needed to sell the land in order to
expand the church.
APPLICANT PRESENTATION
PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED REQUEST
Ms. Gigi Parker 3003 Mason Grove Ln 77584. spoke in opposition of the zone change in
regards to property value.
Mr. Rushi Patel 12213 Rosemont Ln 77584, spoke in opposition of the zone change in
regards to building height and privacy.
Mr. and Mrs. Harris 12211 Willow Brook 77584, spoke in opposition of the zone change in
regards to security, types of businesses, building height and fencing.
Council Member Greg Hill stated this was a good compromise with staff and applicant and
inquired if the restrictions were greater than the typical Office Professional Zone. Senior
Planner lan Clowes stated yes, that the setbacks would be 30 feet and height would be 35
feet. Discussion ensued about setbacks and Mr. Clowes passed out a hand out. Mr. Hill
stated he was ok with the change.
Council Member Keith Ordeneaux stated he agreed with Mr. Hill, that it was a good mix
and thanked the owner and residents. Council Member Derrick Reed inquired about what
kind of industries could come in and what General Retail included. Mr. Clowes stated
shoe store, clothing, etc. was in General Retail but wouldn't know exactly until land was
sold. Council Member Gary Moore thanked the applicant for making the change. Mr.
Clowes stated when the church expands, the setbacks would still apply.
P&Z Chairperson Henry Fuertes inquired if angled set back and height restrictions were in
Office Professional. Mr. Clowes stated no. just in retail nodes.
Mayor Tom Reid adjourned the public hearing process for Zone Change Application No.
2015-10Z at 8:28 p.m.
