2014-10-08 ANIMAL CONTROL ADVISORY COMMITTEE MEETING MINUTESAnimal Control Advisory Committee Minutes October 8, 2014 The Animal Shelter Advisory Committee held a Regular Meeting on October 8, 2014 at 5:30 PM, in the City of Pearland, City Hall in Pearland, Texas. 1. Call to Order: The meeting was called to order at 5:30 PM. 2. Roll Call: The following members were in attendance at the meeting: Committee Member, Jon R. Branson Committee Member, Dr. Cara Campbell Committee Member, Shari Coleman Committee Member, Mary Hickling Committee Member, Cynthia Rothermel 3. DISCUSSION AND POSSIBLE ACTION REGARDING THE MAY 7 2014 REGULAR MEETING MINUTES: Committee Member Shari Coleman made a motion to approve the minutes. Committee Member Dr. Cara Campbell seconded the motion and the motion carried unanimously. 4. PUBLIC COMMENTS: Cinnamon Bellview asked the Committee to consider discussing the promotion of the Pearland Animal Shelter and the advertising of events. She indicated that she felt the City could do a better job of promoting the Shelter's programs, services and events. Connie O'Brien recommended the City provide further outreach and promotions regarding the programs and adoption events at the shelter. She suggested the City consider signs, banners, electric signs and flyers. She stated that these recommendations were very important in regards to saving animals lives. 5. DISCUSSION AND POSSIBLE ACTION REGARDING ANIMAL SHELTER POLICIES AND PROCEEDURES: The Committee discussed Health and Safety Chapter 483 as it relates to City staff being able to administer certain types of drugs for sedation when euthanizing animals at the shelter without the direct supervision of a Veterinarian. Most of the local Veterinarians feel uncomfortable in utilizing their license at this time without some reassurance from the State Veterinarian Board. Dr. Campbell make a motion for the City to contact Ms. Elizabeth Choate J.D. of the Texas Medical Veterinary Association regarding local Veterinarian's serving as consultants to the City to allow the City to administer certain types of drugs used for sedation proposes for euthanizing animals. The motion was seconded by Committee Member Shari Coleman and the motion carried unanimously. 6. DISCUSSION AND POSSIBLE ACTION REGARDING ANIMAL SHELTER POLICIES AND PROCEEDURES: The Committee discussed the proposal from the Westside Veterinarian Clinic to provide "free" no cost surgeries for spay and neutering of dogs and cats adopted at the Pearland Animal Shelter. After considerable discussion the Committee asked staff to provide additional information for the Committee to be considered at the next regular meeting in November. The Committee would like to know the total number of animals that have been euthanized at the shelter over the last two years verses the total number of animals that have been brought into the shelter as well as, the forecast for both for the next year. The information will be used to get an idea of the trends at the shelter and to determine if this is a short term proposal or a viable long term solution. 7. DISCUSSION AND POSSIBLE ACTION REGARDING 2014/2015 MEETING DATES: Committee Member Shari Coleman made a motion to approve the following meeting dates for 2014 and 2015: November 12, 2014 February 11, 2015 June 10, 2015 October 14, 2015 The motion was seconded by Committee Member Mary Hickling and the motion carried unanimously. 8. STAFF REPORT FROM ANIMAL CONTROL MANAGER: Please see attached report. 9. ADJOURNMENT: The meeting was adjourned at 7:05 PM. 2 Advisory Board Shelter Report 10-08-14 • Event for this quarter saw 22 animals adopted we ran the special for 3 days as the public requested. Need to try to promote with more in advance notice. Volunteers came and assisted. • No reports of Rabies normal for this time of year. • Budget was approved we received funding for 2 of the 4 items requested: A replacement truck and a computer. We are working with Joel in grants to find funding for the Needs Study on space, staffing and future needs as the city grows. The request to have Animal Control Officers moved to a different pay grade is under review by Chief Spires. • With the beginning of the New Year we are officially under the Police Department. The biggest impact is we are now working a 1:00pm-10:00pm shift that rotates thru the staff as each team member takes the normal on call schedule. That went into effect August 1' 2014 • We have two positions open a 1:00pm-10:00 Shift and a part-time shelter attendant. We have had 2 staff members leave our department and that has led to promotion and changing of positions which leave us short staffed on the Officer side. • The adoption numbers for September are : Of 106 adoptable animals 26 felines and 30 canines adoptable animals were placed in homes: Impound of all animals was 196: 50 were RTO 49 canines and one equine. • Two dogs were declared danger's : • Our Mainer cruelty case from 01-2014 is still on going with 1 defendant found guilty and another awaiting trial. • We performed a seizure of 85 felines from one home only S ended up adoptable.
