In attendance: Lisa Loranc (County Library representative), Ginny Koenig (manager, Pearland Westside
Branch, Andrew Fearn (manager, Pearland Branch), Board Members - Crystal Carbone,
Sammy Lucario (chair), Geiby George, Geoff Tonini, Catherine O'Brien (recorder)
Absent: Elizabeth McLane, and Terry Ruiz
Guest: Margaret Dillie (Pearland Friends)
Call to Order
Sammy Lucario called the meeting to order.
Sammy announced that he was going to have to step down from the board due to family obligations.
Minutes
Minutes of the July 18, 2013 meeting were reviewed. Geoff made a motion to accept the minutes; Geiby
seconded the motion. Minutes approved with corrections.
Treasurer's Report
Geoff presented a financial statement to the board. A motion was made requesting a letter from the city
stating that Geoff is the treasurer of the board and the current members are .... The members listed on the
Pearland State Bank are no longer on the board. This will allow Geoff to move the money to Wells
Fargo. The motion was made by Sammy Lucario and seconded by Crystal Carbone. Motion approved.
Update from the office of the Pearland City Manager concerning the Renovation and Expansion of
the Tom Reid Library Building
When the plans were initially created, electronic media was not what it is now. Library cafes have proven
hard on library staff and an ethically gray area when they have to accept money. Recommended
revisions:
1. Merge bookstore space with the meeting room.
2. Repurpose the computer lab to provide enough plug -ins for personal devices by developing a
"computer lounge" instead of a "computer lab."
3. Redesign the circulation desk — the existing one is monolithic and inefficient. Half of it should be
removed.
4. The teen zone needs to be expanded. The children's area space is sufficient.
Catherine made a motion, "given the length of time between the original plan/design, council should
reconsider the plan including the four revisions listed above. Sammy Lucario seconded the motion. The
motion carried.
Pearland Community Friends Report
Margaret reported that they are trying to find members and active participants. The same people are
doing everything. They are determining how many times to meet per year. Their greatest effort has been
in fundraising and they are doing fine there. So far they have been meeting every two months. They are
thinking about sending letter to the new members and revising the pamphlet.
Lisa described some other examples of friends' groups. Alvin Library League is active and has a large
leadership. The governing board of about 15 people has monthly meetings. They have multiple projects,
and they maintain a membership list with specific tasks. They have one annual membership meeting, a
catered lunch with a speaker. Another group has a small cadre of workers. They sell candy, books, etc.
They have passive fundraisers with a pool of people that they call on when they need help. The majority
of members don't need to shop up. Lisa can get Margaret list of names of the other presidents.
Margaret reported the Sylvia is doing most of the work in eliminating anyone who hasn't participated
since 2012. They are thinking about a quarterly newsletter via email and a mail out to those whose emails
they don't have. The Foundation is the closest thing that they have to a county's friends group. Lisa
recommended creating an event and calling upon volunteers.
Friends of Pearland Westside Report
In Terry's absence, Ginny reported similar issues regarding participation on the west side. They are
working to get the bookstore set up.
BCLS Board Representative Report
In Terry's absence, Lisa reported that they foundation's second author even with J. D. Davis was a
success. They had approximately 400 people. Even with fewer sponsorships, they raised nearly $11,000.
It was a bigger venue, with good food, lower expenses, and both Mickey Gilley and the author were free.
They generated more money than the other author's dinner.
Pearland Westside Branch Manager's Report
Ginny reported that everything is slowing down since school started. They are number 2 in the system
behind the Pearland Branch. The blinds are in. The sunlight is still an issue in front, but there is not
enough funding to do the blinds on that side. It would take half of Friends' funds to do so.
The crazy ant issue is still a problem. They are on the city's spray list. It is a city leased building so they
have the deal with it instead of contacting the leasing company. Work orders have gone in on the ants and
the A/C, but it takes a long time.
Custodial service has not improved in the long term. Catherine suggested that Ginny take time stamped
pictures before she leaves in the evening and when she returns in the morning to demonstrate what is not
working.
Pearland Branch Librarian's Report
Andrew distributed Monthly Performance Measures that was given to the city, the Brazoria County
Library System report, and the Budget Preparation Worksheet. He pointed out the discrepancy on the
McNaughton program book lease. The total of $32,451 is accurate, but the distribution between East -Side
@ $21,624 and West -Side @ $10,827 are not correct.
The painting has not yet been fixed. The chairs and book display in the Children's area have not yet been
ordered. They have rotated reference librarians with Angleton. A drip was found in periodicals. It is the
first one since the roof was repaired. There is a new phone system. The door count is November 4-9. A
signup sheet was available. The self -check machine has been moved to a more prominent location.
October 7 was Texas Library Snapshot day. The statistics collected on that day were sent to Texas State
Library and Archives Commission and the Texas State Library Association.
Early voting will take place on Westside and Eastside libraries, October 21 -November 1, on the
propositions. It is free publicity and will make people more aware of the library. While voting can take
place at the library, the only meetings that can be held at Pearland Westside at this time are city meeting.
Ginny is still receiving calls to use the space, but lease specifications make it impossible.
Drug take back will be held in the library parking lot on October 26, 10 a.m. — 2 p.m. OTC, prescription
and illegal drugs will be collected by the police department.
Trick -or -treat trail will be held in Centennial Park on October 31.
On October 19, 2-4 p.m., Andrew will be staffing the Brazoria County booth at the Brazoria County Fair.
October 19 is the Wills, Trusts and Estates presentation
November 16 is International Games Day
November 12-19, 10 a.m. — 5 p.m. are memory screenings for Alzheimer's at both libraries.
Book discussions are being led by Andrew.
Brazoria County Library System Director's Report
The library board endorsed the collection development plan.
Lisa reported that the branches will work with The Rose. Screenings will be held at each library with
appropriate facilities. They are hoping to make it an annual event.
The vending machine contract has been approved. Pearland Branch decided to forego machines due to a
lack of wall space. There will be a coffee machine and a soft drink machines in the Westside Library.
The library partnered with the Brazoria Small Business Center for online resources. It will be repeated
with the San Jacinto Small Business Center. Reference USA is a business database that allows one to do
granular demographics.
Director search continues. It may be after January before the position is filled.
BCLS is switching from Constant Contract to Library Aware. Emails will continue to be available to
Friends groups. The Brazoria County Library System Foundation will replace AWE computers in the
order of purchase. At $7000 each, it would take 6-8 years to do so. The county provided end -of -year
funding for Early Elementary AWE computers.
Staff changes will precipitate other staff changes.
McNaughton contract, due to its size, had to go out for bids. They were the successful vendor.
Lisa reported on a number of new databases:
• 3M Cloud for digital books
• Hoopla, a streaming video with a certain number of tokens available. It provides movies, TV and
documentaries
• Freegal, which stands for free and legal, started out as downloaded music. Sony music catalog
provides 60% of the music. Every patron can download 3 songs per week. One can create their
own song list.
• Job view is a job site; it guarantees job listings that are "offender friendly"

After business was concluded, Catherine made a motion to adjourn; Sammy seconded. The meeting
adjourned at 8:30 p.m.
