2013-05-20 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF ,EARLAND, TEXAS, HELD ON MONDAY, MAY 20, 2013, AT 6:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the meeting to order at 6:00 p.m. with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Susan Sherrouse Woody Owens Scott Sherman Keith Ordeneaux Greg Hill Bill Eisen Darrin Coker Young Lorfing Others in attendance: Jon Branson Assistant City Manager; Matt Buchanan President of Economic Development Corporation; Trent Epperson Director of Engineering and Capital Projects; Mike Hodge Assistant City Manager; Lata Krishnarao Director of Community Development; Sparkle Anderson Public Affairs Manager. COUNCIL ACTION — RESOLUTION NO. R2013-73 — A RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, CANVASSING THE :ETURNS AND DECLARING THE RESULTS OF THE GENERAL ELECTION HELD IN THE CITY OF PEARLAND, TEXAS, ON MAY 11, 2013. Mr. Bill Eisen, City Manager. Councilmember Owens made the motion, seconded by Councilmember Sherman, to approve Resolution No. R2013-73. BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: SECTION I. That the election described was duly called and notice thereof given in accordance with law; that said election was held in the manner required by law; that due returns of said election have been made by the proper officers; and it appeared from said returns, duly and legally made, that there were cast at such election 3,213 valid and legal votes; and that said election resulted in the following vote totals: Page 1 of 3 — 5/20/2013 FOR MEMBER OF THE COUNCIL, POSITION NUMBER ONE (1) NAME OF CANDIDATE NUMBER OF VOTES RECEIVED PERCENTAGE Quentin Wiltz 657 21.23% Tony Carbone 1,705 55.11% Gary Moore 732 23.66% FOR MEMBER OF THE COUNCIL, POSITION NUMBER FIVE (5) NAME OF CANDIDATE NUMBER OF VOTES RECEIVED PERCENTAGE Yvonne Dubra 492 16.42% Mark Solano 239 7.97% Greg Hill 2,266 75.61% Voting "Aye" Councilmembers Owens, Sherman, Sherrouse, Ordeneaux, and Hill. Voting "No" None. Motion Passed 5 to 0. MAYOR'S ISSUANCE OF CERTIFICATE OF ELECTION TO NEWLY ELECTED OFFICIAL. Mayor Tom Reid. Mayor Reid presented Tony Carbone with his Certificate of Election. Mayor Reid presented Greg Hill with his Certificate of Election. ADMINISTRATION OF OATH OF OFFICE TO NEWLY ELECTED OFFICIALS. The Honorable Judge Gordon Starkenburg. The Honorable Judge Gordon Starkenburg administered the Oath of Office to Tony Carbone to serve as Councilmember Position No. 1. The Honorable Judge Gordon Starkenburg administered the Oath of Office to Greg Hill to serve as Councilmember Position No. 5. Councilmember Owens stated after being on City Council for 12 years he has had an opportunity to grow. He further stated the City Council did a good thing in hiring Bill Eisen as City Manager in 2000. He stated not too many people have the opportunity * help form a City for the future. He further stated he recently read in the newspaper th. Page 2 of 3 — 5/20/2013 pearland was selected as one of the better places to live in the State of Texas. He stated when he was elected as Councilmember in 2000 he had three items on his agenda that he wanted to see get accomplished. To work and bring up the infrastructure in the City which was to complete Dixie Farm Road. The second thing was to bring higher education to the City. He further stated with the Mayor's assistance a Higher Education Group was formed and a meeting was scheduled with the University of Houston. He stated he wanted to see a hospital in Pearland and there are two hospitals. He stated it has been a blessing to serve with the different Councilmembers over the last 12 years. He stated there are a lot of things left to be done in the City, but he has confidence in the Mayor and the present Councilmembers that they will fulfill those agreements. He commented the only thing he could tell Councilmember Tony Carbone is to respect the position and the people that put him in that position. He stated it has truly been a joy to serve as a Councilmember. He further stated the City has a great staff, great people and this is a great City. He wished Councilmember Carbone the very best and if he could help him with anything to let him know. Mayor Reid recognized Judge Starkenburg for his diligence and leading the Administration of Oath of Office to the newly elected officials. Mayor Reid thanked the families for being present for the newly elected officials. COUNCIL ACTION — ELECTION OF MAYOR PRO -TEM. City Council. ;ouncilmember Sherman made the motion, seconded by Mayor Pro -Tem Sherrouse, to appoint Councilmember Greg Hill as Mayor Pro -Tem. Voting "Aye" Councilmembers Carbone, Sherman, Sherrouse, Ordeneaux, and Hill. Voting "No" None. Motion Passed 5 to 0.
