Mayor Reid called the meeting to order at 6:10 p.m. with the following present:

PURPOSE OF HEARING — TO CONSIDER AN AMENDMENT OF THE LAND
USE ASSUMPTIONS AND CAPITAL IMPROVEMENTS PLAN AND THE
IMPOSITION OF WATER AND SEWER IMPACT FEES IN THE CITY LIMITS.

STAFF REVIEW OF PROPOSED AMENDMENTS TO THE LAND USE
ASSUMPTIONS AND CAPITAL IMPROVEMENTS PLAN AND THE
IMPOSITION OF WATER AND SEWER IMPACT FEES IN THE CITY LIMITS.
Mr. Bill Eisen, City Manager.
Bill Eisen City Manager reported the purpose of the hearing is to consider the
amendment of land use assumptions and a capital improvements plan and the
imposition of an impact fee. He further stated the purpose of the impact fees is so
the City can recover some of the capital cost associated with the provided
service. The purpose of this Public Hearing is to draft impact fees in compliance
with Chapter 395 of the Texas Local Government Code.
A Representative with Freese & Nichols gave an overview of the City's updated
Impact Fee Study. The draft of the Impact Fee Study proposes an Impact Fee of
$4,875.

Mike Hodge Assistant City Manager stated table 2.3 deals with service units.
Staff has noticed the table unit needs to be modified. If Council goes through with
this process tonight Staff is asking that the motion be amended to incorporate the
new revised table 2.3.
CITIZEN COMMENTS: None.
COUNCIUSTAFF DISCUSSION:
Discussion ensued between Council, the Representative with Freese & Nichols
and Andrea Broughton Deputy Director/City Engineer regarding a comparison
with other Cities and input from Pearland Chamber of Commerce or Pearland
Economic Development on how these figures would effect development.
