2012-02-20 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, FEBRUARY 20, 2012, AT 6:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. SECTION 551.074 — PERSONNEL MATTERS — REGARDING APPOINTMENTS TO THE CITY'S VARIOUS BOARDS AND COMMISSIONS. Mayor Tom Reid. NEW BUSINESS (CONTINUED): Council returned from Executive Session at 6:50 p.m. COUNCIL ACTION — REGARDING APPOINTMENT TO THE CITY'S VARIOUS BOARDS AND COMMISSIONS. City Council. No Council action taken. COUNCIL ACTION — RESOLUTION NO. R2012-22 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING CONTINUED PARTICIPATION IN THE CRIMINAL JUSTICE DIVISION - GENERAL VICTIM ASSISTANCE DIRECT SERVICES GRANT PROGRAM. Mr. Bill Eisen, City Manager. Page 1 of 3 —2/2012012 Mayor Reid made the motion, seconded by Councilmember Owens, to approve Resolution No. R2012-22. City Manager Bill Eisen reported this is a request that the City continue the Criminal Justice Divisions' General Victim Assistance Direct services Program to provide grant funding in support of services and assistance directly to victims of criminals to speed their recovery and aid them through the criminal justice process. He further reported there is a local match of $16,875 provided by the City in the amount of 833 hours of volunteer contributions of time from a volunteer and an intern, at the nationally - recognized wage rate of $20.25/hr. Voting "Aye" Owens, Sherrouse, Sherman, Harris, and Hill. Voting "No" None. Motion Passed 5 to 0. COUNCIL ACTION — RESOLUTION NO. R2012-24 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, ACCEPTING THE CITY'S COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR FISCAL YEAR 2011 AS PREPARED BY THE ACCOUNTING FIRM OF NULL-LAIRSON. Mr. Bill Eisen, City Manager. Mayor Pro -Tem Sherman made the motion, seconded by Councilmember Owens, to approve Resolution No. R2011-24. City Manager Bill Eisen stated the annual audit has recently been completed by the firm Null-Lairson. The Audit Committee has had an opportunity to discuss the results of the Audit in more detail than the Council will discuss this evening. Mayor Reid reported the Audit Committee made up of himself, Councilmember Owens, Councilmember Sherrouse and Staff did sit in with the review of the Audit. Chris Breaux, Null-Lairson, reported the firm has expressed an unqualified or clean opinion on the financial statements which are the highest level of assurance they can give. The audit was conducted governmental auditing standards. Mr. Breaux continued and gave a brief overview of the audit. Voting "Aye" Hill, Harris, Sherrouse, Sherman, and Owens. Voting "No" None.
