COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
Mayor Reid called the meeting to order at 7:45 p.m. with the following present:

The invocation was given by Councilmember Keith Ordeneaux and the Pledge of
Allegiance was led by Police Chief J.C. Doyle.
MAYOR'S ACTIVITY REPORT:
Mayor Reid, City Manager Bill Eisen, Assistant City Manager Mike Hodge and the
Director of Community Development Lata Krishnarao presented the Planning
Excellence Award 2012 of the American Planning Association to Harold Ellis, Ian
Clowes, Lauren Stanley and Judy Brown of the Community Development Planning
Department.
Thane Harrison with Waste Management and Keep America Beautiful presented a
$10,000 Grant check to Keep Pearland Beautiful. Keep Pearland Beautiful is 1 of 10
across the United States receiving this award. Congratulations on a job well done.
Mayor Reid reported August 15, he attended the Pearland Independent School District
New Teacher Welcome Event, the Pearland Exchange Club Meeting, he introduced
Congressman Pete Olson at a Public Hearing at Bailey Road Campus; August 16, he
joined Councilmembers and Staff for Congressman Pete Olson's Presentation at the
Pearland Chamber of Commerce Luncheon; August 18, joined Councilmembers

to support Councilmember Scott Sherman as the new President of TML
Region 14 Fall Meeting; August 20, he attended the City Council Agenda Meeting,
Workshop and Special Meeting; August 21, he attended the Houston -Galveston Area
Council Board of Directors Meeting, the State Historical Marker for 50 years of
Community Service at San Jacinto College; August 22, he attended the Presentation at
Pearland Independent School District Convocation to Welcome Teachers, the Port
Economic Alliance Board of Directors Meeting; August 23, he joined Assistant City
Manager Mike Hodge for the Pearland Chamber of Commerce Leadership Meeting;
August 24, joined Assistant City Manager Mike Hodge for the Transportation Policy
Council Board of Directors Meeting, he presented a Certificate of Recognition to
Constable Buck Stevens at the Pearland Exchange Club Roast.
COUNCIL ACTIVITY REPORTS:
Councilmember Owens reported August 16, he attended Congressman Pete Olson's
Presentation at the Pearland Chamber of Commerce Luncheon; he spent a day in
Austin with the new Highway Commissioner's Aid; he announced next month there will
be a TxDOT meeting in the Woodlands. At the TxDOT meeting Commissioner Ned
Holmes will receive recognition and awards.
Councilmember Sherman was absent.
Mayor Pro -Tem Sherrouse reported August 16, she attended Congressman Pete
Olson's Presentation at the Pearland Chamber of Commerce Luncheon; August 18, she
attended the TML Region 14 Fall Meeting supporting Councilmember Scott Sherman;
August 21, she attended Keep Pearland Beautiful Board Meeting; she and her husband
attend the Pearland Police Academy on Thursday nights.
Councilmember Ordeneaux reported August 15, he attended Congressman Pete
Olson's Town Meeting at Bailey Campus; August 18, he attended the TML Region 14
Fall Meeting supporting Councilmember Sherman as the new President.
Councilmember Hill reported August 16, he attended Congressman Pete Olson's
Presentation at the Pearland Chamber of Commerce Luncheon; August 18, he attended
the TML Region 14 Fall Meeting supporting Councilmember Sherman; August 24, he
attended Constable Buck Stevens Roast at the Exchange Club; August 25, he attended
Dennis Bonnen's Roast at Brazosport College; August 19, several local Churches
passed out school supplies to kids. He wishes he could have participated. In the future
he is going to try to volunteer more of his time to events in Pearland.
CITY MANAGER'S REPORT:
City Manager Bill Eisen reported he and Assistant City Manager Mike Hodge attended a
TxDOT meeting regarding the current status of State Highway 288. He stated there will
be two Public Hearings on the budget process and tax rate. The Public Hearings are
scheduled for September 4, 2012 and September 10, 2012.

CITIZENS:
Kenneth Carter, 3607 E. Orange Street, addressed Council stating there is a sidewalk
on Orange Street that stops at Grand Street. He would like for Council to consider
continuing the sidewalk starting at Grand Street to Ace Hardware. Old Alvin Road needs
a sidewalk for the kids so they do not have to walk in the street. The traffic light on
Highway 35 near Cole's Flea Market causes the traffic to back up in the mornings and
evenings. He would like for the light to be a left turn signal only or only have the light
Monday through Friday. The City bought the land behind Ace Hardware and it is not
being utilized. The back fence has fallen down and has never been repaired or put back
up. He would like to see that property as a park or dog run. He would like to see
bicyclist ride on the streets not the sidewalks. The City has an Ordinance that political
signs can only be put on private property. He has seen the signs in right of ways and
was told by some of the candidates the City said they could put the signs anywhere they
would like.
Adam Carroll, 2502 Alexander, addressed Council stating the City Employees were
happy to see the pay increase but when the Health Insurance was presented it was a
deflation in the Employee pay increase. With the pay increase and the increase in the
Health Insurance the City employees will take home less money. He would encourage
Council to get things paid for before going into more debt. If the City continues to go into
more debt it is hurting the ones that make the City operate.

COUNCIL ACTION — RESOLUTION NO. R2012-128 — A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING A
CONTRACT FOR CONSTRUCTION MATERIALS TESTING FOR THE HICKORY
SLOUGH DETENTION POND AT MAX RD. PHASE 1 PROJECT. Mr. Trent Epperson,
Director of Engineering and Capital Projects.
Mayor Pro -Tem Sherrouse made the motion, seconded by Councilmember Ordeneaux,
to approve Resolution No. R2012-128.
City Manager Bill Eisen reported Staff recommends the award of a Construction
Material testing contract to Fugro Consultants, Inc. for the Hickory Slough Detention
Pond at Max Road Phase 1 Project. In the amount of $126,105.00.
Voting "Aye" Councilmembers Hill, Ordeneaux, Sherrouse, and Owens.
Voting "No" None.
Motion Passed 4 to 0, with Councilmember Sherman absent.
COUNCIL ACTION — RESOLUTION NO. R2012-127 — A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AWARDING A BID FOR
CONSTRUCTION SERVICES ASSOCIATED WITH THE HICKORY SLOUGH
DETENTION POND AT MAX RD. PHASE 1 PROJECT. Mr. Trent Epperson, Director
of Engineering and Capital Projects.
Councilmember Ordeneaux made the motion, seconded by Councilmember Hill, to
approve Resolution No. R2012-127.
City Manager Bill Eisen reported Staff recommends that Council award the Contract for
Construction in the amount of $5,691,253.00 to Triple B Services, LLP.
Voting "Aye" Councilmembers Owens, Sherrouse, Ordeneaux, and Hill.

COUNCIL ACTION — RESOLUTION NO. R2012-129 — A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO ENTER INTO AN AMENDMENT OF A
DEVELOPMENT AGREEMENT WITH SHS PARTNERS, LTD.

Councilmember Hill made the motion, seconded by Councilmember Owens, to approve
Resolution No. R2012-129.
City Manager Bill Eisen reported several months ago the City completed the extension
of Barry Rose Drive across Clear Creek into Harris County. Prior to the work being done
the City entered into an agreement with SHS Partners to construct two lanes of the road
from where the City's project ended. However, there is still a 500 foot gap from the end
of the Developers project to the existing Hughes Road. The agreement Council is being
asked to consider is so SHS Partners can construct the extension of their section of
roadway.
Discussion ensued between Council and City Manager Bill Eisen regarding the total
construction cost.
Voting "Aye" Councilmembers Hill, Ordeneaux, Sherrouse, and Owens.
Voting "No" None.
Motion Passed 4 to 0, with Councilmember Sherman absent.
