The invocation was given by Councilmember Susan Sherrouse and the Pledge of
Allegiance was led by Police Chief Chris Doyle.
Mayor Reid and Councilmember Sherrouse presented a Proclamation to the
students of Dawson High School proclaiming February 27, 2012, as "H5H — High
Five for Health Day"
Mayor Reid presented a proclamation proclaiming the month of March, 2012, as
"Youth Art Month."
Mayor Reid reported on February 15, he joined Matt Buchanan, President of the
Pearland Economic Development Corporation and visited with Harris County
Judge Emmett in Harris County, for his State of the County, February 16-19
joined some of the Councilmembers and attended the TxDot Transportation
forum/TML Mayors attended the City Council Officials Conference in San
Antonio, Texas, and Austin Texas, February 20, Agenda Meeting, City Council
Special Meeting, and Workshop, met with Dawson High School Students on
Project High -five for Health Day, Chaired the Development Authority of Pearland
Meeting, February 21, attended the Houston Galveston Area Council Annual
Meeting, Seagroves (student) interview for a school project, attended the Keep
Pearland Beautiful Monthly Board of Directors meeting, February 23, attended

the Annual State of the City Presentation at the Chamber Luncheon, visited with
Candidate Business with Bill Eisen and Matt Buchanan, Pearland Economic
Development Corporation Monthly Board of Directors Meeting , TPC Monthly
Board of Directors Meeting with Mike Hodge, February 25, attended the City
council Retreat, February 26, attended the Dedication of the new Shady Crest
Baptist Church Facility, February 27, attended the Pearland Independent School
District Education Improvement Committee Meeting,.
Mayor Reid stated he would like to recognize anyone running for office in any
capacity.
Councilmember Harris stated she is running for Congressional District No. 14,
the position currently held by Congressman Ron Paul who will be retiring at the
end of his term. It now encompasses Galveston County, Brazoria County, and
Jefferson County under the proposed maps.
Mayor Pro -Tem Scott Sherman stated he is running for re-election for City
Council Position No. 2.
Tammy Dexter stated she is running for City Council Position No. 4.
COUNCIL ACTIVITY REPORTS:
Events attended and upcoming events.
Councilmember Owens reported on February 23, he attended the Mayor's State
of the City Presentation, February 25, attended the City Council Annual Retreat,
attended and spoke at the Tx Dot Transportation Forum, February 17, attended a
dinner and had the opportunity to hear Transportation Commissioner Jeff Austin.
Councilmember Sherrouse reported on February 25, she attended the City
Council Retreat, March 18, attended and had the opportunity to judge the Yachty
Gras Boat Parade in Kemah.
Mayor Pro -Tem Sherman reported on February 15, he attended Judge Emmett's
State of the County Address for Harris County with Councilmember Woody
Owens. He stated TxDot has given final approval for building the entryways onto
the 288 shopping center at 518. He announced that on March 22, the Adult
Reading Center is hosting a Red Hat Literacy Luncheon.
Councilmember Harris reported she attended the State of the County Address for
Harris County, the Fort Bend State of the County Address, February 25, attended
the Council Retreat, The Annual Lincoln Reagan Dinner, and attended the
National Federation Republican Women Meeting, Alvin, and Manvel Joint
Chamber of Commerce Luncheon.

Councilmember Hill reported he attended the Pearland SilverLake Lions
Valentines Dinner, City Council Annual Retreat, served at the Annual Lincoln
Reagan Dinner, and also attended a Congenital Heart Disease walk and
fundraiser at the Sam Houston Park which he attended on behalf of a Pearland
resident, George and Kathy Smally for their son Jacob Smally. He also attended
the Mayors' State of the City Address, and judged at the Pearland Independent
School District Chili Cook -off.
CITY MANAGER'S REPORT:
City Manager Bill Eisen stated that Staff appreciated Council taking an extra day
out of their schedule to meet for the Annual Retreat and talk through issues and
set specific goals and direction to work toward in the upcoming next year.
CITIZENS
Vira Santellan, 2706 Shakespeare, addressed Council and stated she has been
a resident for the last 38 years. She recently had an incident with her dog
because it bit her. She wanted to quarantine her dog at her home, but was told
no, by Animal Control because her pet was not registered with the City. She
feels the City's Ordinance for Animal Control needs to be rewritten with more
specific guidelines.
Maureen Henry, 5201 Blue Sage Drive, addressed Council and stated she had a
problem with loud music at Cross Roads Community Church. She stated she
has spoken to them, and has even called the Police Department, and the
Brazoria County Sherriff's Department. The Sherriff's Department has helped
keep it under control for a little while, but it has now become a problem again.
She stated that she is a Christian and believes in worship, but believes that it can
be done with respect to the community.
Tim Standerfen, 5122 Blue Sage Drive, addressed Council and stated he used to
be a member of the church previously mentioned when it was New Hope. He has
no problem with religion or worship, but does have a problem with his life being
disturbed. Mr. Standerfen stated the church has some acoustics that resonate
through their building and onto the neighborhood causing a loud disturbance. He
stated he can keep calling the Police Department out and continue to remind
them. However, he feels that at some point the church has to be responsible for
their actions. He stated that it is time for someone to get the point across and
take control of the situation.
Kurt Evenson, 2823 Russett Place West, addressed Council and stated he is
here as a resident, and president of his Home Owners Association. About two
weeks ago Ordinance No.1460 was passed to raise the speed limit in the
Magnolia Corridor. This included an area from Cullen to Morgan Road. Mr.

Evenson stated he realizes not many people expected the ordinance to include
those areas. He stated one of the areas affected by the speed change is a road
which is very, very close to a sidewalk. Mr. Eveneson stated there is a bridge in
that area which does not meet the standards for the width of sidewalks.
Furthermore, there is no transitioning speed limit from 40 miles per hour to 30
miles per hour in the Silverlake portion. Mr. Evenson states he is asking for a
simple solution that the speed limit not be raised until these issues are
addressed.

City Manager Bill Eisen stated the item under consideration is a bid for pool
chemicals and pool maintenance services.
Mayor Pro -Tem Sherman stated that during the prior discussions on this item, it
was his understanding that the Independence Pool would not be open during the
summer and spring. He asked for clarification as to what portion of the $50,000
expenditure was being spent to maintain a pool that is not being used.
Parks Director Michelle Smith stated the plan is still to not have the pool open.
The money cut out of the budget was for staffing and that the staff will not be
available. She also stated that it is a package maintenance plan and could not
provide a specific amount associated with a specific pool. She stated the money
that was cut out of the budget was for the staff. The pool will not be open due to
insufficient staffing.
Councilmember Owens, made the motion, seconded by Councilmember

City Attorney, Darrin Coker stated this is two parcels of land owned by the same
property owner. He stated they are friendly properties and the City has worked
closely with the property owner and have agreed on the price. He stated that this
is for the Cowarts Creek project and the process is to obtain a clear title of the
property.

COUNCIL ACTION — RESOLUTION NO. R2012-14 — A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AWARDING A BID
FOR GROUNDS MAINTENANCE SERVICES. Mr. Bill Eisen, City Manager.
Councilmember Harris made the motion, seconded by Mayor Pro -Tem Sherman,
to approve Resolution No. R2012-14.
City Manager Bill Eisen stated this item has been on a previous agenda and
Council requested that staff go back and visit with the low bidders per facility site.
Since then Staff has spoken with each low bidder to determine their interest in
being awarded only the line items for which they were low on. Mr. Eisen gave a
recommendation to City Council to approve a bid award for grounds maintenance
services to Texas Lawn & Landscape Services, Houston Grotech Services and
Landscape Professional Services of Texas in the total amount of $91,772.20.
Councilmember Owens stated he appreciated Staff going back to rebid these
services. He feels that even though there are three contracts with different
companies, it is money saved for the City and he appreciates that.
Councilmember Harris stated in the write-up for this item it specifies that a
portion of the funds for this item will come from the general fund for Parks and
Recreation along with an unspecified portion to come from the University of
Houston Parks and Recreation fund special services account. She asked for
clarification on these amounts, and clarification on how the City funds for the
University of Houston funds for Parks and Recreation.
City Manager Bill Eisen stated the work has been divided up for the specific
funding and he did not have those figures at this time. He stated the University
of Houston and the Pearland Economics Development Corporation pay for

CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING
CONTRACT FOR CONSTRUCTION MANAGEMENT AND CONSTRUCTIO
INSPECTION SERVICES ASSOCIATED WITH THE BARRY ROS
WASTEWATER TREATMENT PLANT REHABILITATION PROJECT.

Councilmember Hill made the motion, seconded by Councilmember Owens, to
approve Resolution No. R2012-25.
City Manager Bill Eisen stated a few months ago the City awarded a contract to
Binkly and Barfield, for construction management and inspection services for the
design of the rehabilitation to be done at Barry Rose Wastewater Treatment
Plant. At this time we are ready to move forward with the construction and
rehabilitation process and recommend the contract be awarded in the amount of
$180,285, to Binkley and Barfield for construction management and inspections
associated with this process.
Voting "Aye" Councilmembers Hill, Harris, Sherrouse, Sherman, and Owens,
Voting "No" None.

COUNCIL ACTION — RESOLUTION NO. R2012-26 — A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AWARDING A BID
FOR WATER WELL REPAIR SERVICES. Mr. Bill Eisen, City Manager.
Councilmember Owens made the motion, seconded by Councilmember Harris, to
approve Resolution No. R2012-26.
City Manager Bill Eisen stated this is for work to be done at the Kirby Water Well.
He gave a brief description of the repairs needed and made a recommendation
to award the bid contract in the amount of $58,617 to Weisinger Incorporated for
water well repair services.
Councilmember Owens asked what the $266,000 in the budget was being
allocated to.
City Manager Bill Eisen stated that it was a lump sum amount for water well
repairs at any time within the City. It is based on historic data for upcoming
projects or for emergency situations overall a general account.
