PURPOSE OF HEARING - PUBLIC COMMENT AND TESTIMONY TO
CONSIDER THE CREATION OF A REINVESTMENT ZONE IN ACCORDANCE
WITH SECTION 312.201 OF THE TAX CODE AND CITY OF PEARLAND'S
GUIDELINES FOR GRANTING TAXING ABATEMENTS.

PEARLAND'S GUIDELINES FOR GRANTING TAXING ABATEMENTS.
Mr. Darrin Coker, City Attorney.
Darrin Coker City Attorney stated a public hearing is required prior to the creation
of a reinvestment zone for properties located near the intersection of Bailey Road
and SH 35, and a zone must be formed before the City may enter into a Tax
Abatement Agreement with any prospect that may develop in the zone. The
hearing is being held to determine whether the proposed industrial improvements
sought for the property are feasible and practicable and whether the
improvements will benefit the land within the zone. The majority of the property to
be included in the zone is owned by the Pearland Independent School District
and has been declared as surplus property by the District. The property is
currently zoned for manufacturing and the City has been working with Pearland
Independent School District on the development of the property to various
manufacturing and distribution users. The creation of the zone is necessary in
the event a user selects the zone to shorten the timeframes for the potential sale

of the property and the awarding of tax abatement benefits. Pearland Economic
Development Corporation has met with multiple prospects regarding the
development of the property, and the creation of a zone will enhance the ability of
the property to be marketed to potential users. The ordinance creating the
reinvestment zone will be considered by City Council on December 10t . An
actual abatement agreement would not be presented to the City Council until a
user has selected the property for development.
