2012-09-24 CITY COUNCIL PUBLIC HEARING MEETING MINUTESMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, SEPTEMBER 24, 2012, AT 6:30 P.M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the meeting to order at 6:30 p.m. with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember City Manager Deputy City Attorney City Secretary Absent: Councilmember Greg Hill. Tom Reid Susan Sherrouse Woody Owens Scott Sherman Keith Ordeneaux Bill Eisen Nghiem Doan Young Lorfing Others in attendance: Jon Branson Assistant City Manager; Mike Hodge Assistant City Manager; Matt Buchanan President of Economic Development Corporation; Rick Overgaard Assistant Finance Director. PURPOSE OF HEARING — PUBLIC COMMENT AND TESTIMOM REGARDING THE ABANDONMENT OF CERTAIN UNUSED ROAD AND PUBLIC EASEMENTS ON PROPERTY GENERALLY LOCATED NEAR THE INTERSECTION OF W. BROADWAY STREET AND KIRBY DRIVE. STAFF REVIEW OF THE ABANDONMENT OF CERTAIN UNUSED ROAD AND PUBLIC EASEMENTS ON PROPERTY GENERALLY LOCATED NEAR THE INTERSECTION OF W. BROADWAY STREET AND KIRBY DRIVE. Mr. Darrin Coker, City Attorney. Deputy City Attorney Nghiem Doan reported Alvin Independent School District submitted a petition for abandonment of certain unused road and public easements to construct it's newest high school. CITIZEN COMMENTS: Jeff Couvillion Director of the Building Program of Alvin Independent School District addressed Council stating he appreciates the City's consideration on the abandonment of these easements for the future site of Alvin's new high school. Page 1 of 3 —9/24/2012 COUNCIUSTAFF DISCUSSION: Councilmember Owens asked for clarification on the three separate public road easements. Deputy City Attorney Nghiem Doan stated the east west 40 foot easement is comprised of two side by side 20 foot easements. The third easement is the north south 20 foot easement. Councilmember Owens stated this is one of the few thoroughfares Pearland has that does not have a school zone. His concern is the school entrance off of FM 518 will impede the traffic in that area. Jeff Couvillion Director of the Building Program for Alvin ISD stated a Traffic Impact Analysis has been submitted for preparation for plating the site. There will be an entrance coming off of FM 518 as well as the southeast corner onto Kirby. The main entrance will be the southeast onto Kirby. Councilmember Owens stated a traffic signal will need to be installed and a cut across the median. Jeff Couvillion stated the Traffic Impact Analysis does address the traffic signals. The Analysis shows there will be enough space between the signal installed at Kirby and the entrance off of Broadway as well as the signal installed at Southern Trails. He further stated the school does not expect to have a lot of bus traffic at this campus, because of the density of this area and the two mile radius to be bus eligible. Councilmember Owens asked Jeff Couvillion to take another look at the Analysis if there really is a need to have an entrance at FM 518, and if the southeast corner onto Kirby entrance would satisfy. The road next to the Fire Station that comes off of Kirby already has a traffic light that could be an option for an entrance. Councilmember Owens further stated his concern of the traffic impact it will create if the entrance is off of FM 518. Jeff Couvillion stated Alvin ISD has not finalized the site at this time, but up to this point they have been looking at FM 518 and Kirby entrances. Two entrances are necessary for the amount of traffic coming in and out of a high school. They typically do not like to mix bus traffic, student traffic and parent drop off traffic. If possible they like to keep it separate. Having two entrances is something Alvin ISD holds as a standard. Mayor Pro -Tem Sherrouse asked City Manager Bill Eisen when the City expected to add to Kirby which will bring more traffic down Kirby. Page 2 of 3 —9/24/2012 City Manager Bill Eisen stated the City does not have a designated date or schedule at this point. Although with the opening of Alvin High School and the Kirby Project should somehow tie together. Mayor Pro -Tem Sherrouse asked when the Alvin High School may open.
