2012-06-11 CITY COUNCIL PUBLIC HEARING MEETING MINUTESMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, JUNE 11, 2012, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the public hearing to order at 6:30 p.m. with the following present: Mayor Pro -Tem Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Scott Sherman Woody Owens Susan Sherrouse Greg Hill Bill Eisen Darrin Coker Young Lorfing Absent: Mayor Tom Reid and Councilmember Felicia Harris. Others in attendance: Jon Branson Assistant City Manager; Mike Hodge Assistant City Manager; Lata Krishnarao Director of Community Development; Andrea Broughton Interim City Engineer; Sparkle Anderson Public Affairs Manager; Harold Ellis City Planner; Johnny Spires Assistant Chief of Police. PURPOSE OF HEARING — VOLUNTARY ANNEXATION OF APPROXIMATELY 20.3 ACRES OF LAND METES AND BOUNDS DESCRIPTION: 20.3 acres, more or less, being generally located in Section 80, J. S. Talmage Survey Abstract 564, Brazoria County, Texas; the south line being along the south line of Lot 2, Section 80, J. S. Talmage Survey, Abstract 564 according to the plat thereof as filed in Volume 2, Page 98 Brazoria County Plat Records; the west line being the east line of City of Pearland Ordinance No. 1035; the north line being the south right-of-way line of County Road 92 and the extension of City of Pearland Ordinance 924 and the east line being the west line of City of Pearland Ordinance No 924; All that certain 20.3 acres, more or less, to be annexed into the City of Pearland and being all of Lots 1 & 2, Section 80, J. S. Talmage Survey, Abstract 564. STAFF REPORT: Harold Ellis, City Planner, reported the owner of the property is Beltway 23 Limited and the applicant is Kerry Gilbert and Associates. The property will initially be zoned Suburban Development (SD) and zoning hearings will be held after the annexation. Mr. Ellis gave an overview of the property and its location. Council directed Staff to draft a Service Plan which was done on November 14, 2011. The City will be able to provide service to this area with its current resources. He further reported Staff Page 1 of 2 — 6/11/2012 recommends this proposed annexation. In closing Mr. Ellis stated this is a voluntary annexation and will not negatively impact any residents in the surrounding area. APPLICANT PRESENTATION: Christy Smidt, Gerry Gilbert and Associates addressed Council and stated she is available to answer questions. Ms. Smidt stated the property owner has been annexed into Municipal Utility District No. 34 and that is part of the Southern Trails MUD and in order for the property to be developed he needs to be within the City limits. CITIZEN COMMENTS: None. COUNCIL/STAFF DISCUSSION: Councilmember Owens stated she answered his question as to why they wanted to be annexed into the City.
