PURPOSE OF HEARING — TO CONSIDER THE CREATION OF A REINVESTMENT
ZONE AND TAX ABATEMENT, IN ACCORDANCE WITH SECTION 312.201 OF THE
TAX CODE AND CITY OF PEARLAND'S GUIDELINES FOR GRANTING TAXING
ABATEMENTS. Mr. Darrin Coker, City Attorney.
STAFF REVIEW OF THE PROPOSED' CREATION OF A REINVESTMENT ZONE
AND TAX ABATEMENT IN ACCORDANCE WITH SECTION 312.201 OF THE TAX
CODE AND CITY OF PEARLAND'S GUIDELINES FOR GRANTING TAXING
ABATEMENTS. Mr. Bill Eisen, City Manager.
Bill Eisen City Manager stated this is one of a couple of steps to a Tax Abatement. First
in the process is to create a Reinvestment Zone as required under State Law. This
Public Hearing is required before Council can vote to create the zone. The second is to
adopt an ordinance after two readings. Pearland Economic Development Corporation
and Staff have been working for some time now to attract RefChern LP to the
community. They are currently looking at a location at Beltway 8 and Tom Bass Park
Parkway. They plan to build 35,000 square feet facility, an office building and will house
approximately 125 personnel at that facility.

Councilmember Owens asked if the total jobs created are 125 less the 33 that are
contract and the taxable value, is that the new value and appraised value is $7 million.
Matt Buchannan, President Economic Development Corporation President replied when
it is all said and done it will be 100 jobs. The $7 million is what they say their
construction value is and the amount they are going to invest. It is hard to know what
the actual taxable will be. In the tax abatement agreement it does not give a minimum,
it gives a percentage of their taxes rebated. There is no way now to know what the
appraisal value will be at this time.
