2011-07-11 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, JULY 11, 2011, AT 6:00 P.M., IN THE I PUBLIC SAFETY BUILDING, 2555 CULLEN PARKWAY, SECOND FLOOR TRAINING ROOM NUMBER ONE, PEARLAND, TEXAS. COUNCIL ACTION — RESOLUTION NO. R2011- 74 — A RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE SPECIAL RUNOFF ELECTION HELD IN THE CITY OF PEARLAND, TEXAS, ON JUNE 25, 2011. Mr. Bill Eisen, City Manager. Councilmember Owens made the motion, seconded by Councilmember Saboe, to approve Resolution No. R2011-74 as amended. Councilmember Owens made the motion, seconded by Mayor Pro -Tem Sherman, to amended Resolution No. R2011-74 to correct the Resolution to read Council Position Three (3). Voting "Aye" Owens, Saboe, Sherman, Kyle, and Thompson. Voting "No" None. Motion Passed 5 to 0. Page 1 of 3 — 7/11/2011 MAYOR'S ISSUANCE OF CERTIFICATE OF ELECTION TO NEWLY ELECTED OFFICIALS. Mayor Reid. Mayor Reid issued a Certificate of Election to Councilmember Susan Sherrouse for Position No. 3. ADMINISTRATION OF OATH OF OFFICE TO NEWLY ELECTED OFFICIALS. Chuck Kinsey administered the Oath of Office to Councilmember Susan Sherrouse for Position No. 3. Councilmember Sherrouse stated she is truly grateful that her family and friends are present. The election process is very interesting and is a life changing experience. She has been a resident of Pearland for forty five years, and thought she knew a lot of people, but she met many more during this election. Her life has been enriched through the whole process. She and her husband have been busy with their children and careers for decades; however, during all those years, she has had the feeling she needed to get involved and give back to the community. Her political awakening came when the case of Susan Kelo versus the City of New London happened in 2005. This was a case where the United States Supreme Court decided that a City could seize private property under eminent domain and then sell it to a private developer. This upset her and woke her up from her political sleep. She got involved to make sure that this didn't happen in Pearland. Pearland has grown and is now on the map. She first got involved with the Planning and Zoning Commission because she was concerned about unbridled growth. She wanted to find the middle ground between controlled growth to protect the City, and too much government control affecting property owners' rights. Nothing happens in life without a plan and she enjoys planning. She hopes to use this skill to help her community while being on Council. She looks forward to learning the ropes of being a Councilmember. The quote "ethics is knowing the difference between what you have the right to do and what is right to do" has always been a favorite of her and she feels this is important as a Councilmember. She thanked everyone for their support. Councilmember Saboe stated he really appreciates the opportunities that the office of Councilmember has afforded him and the voters of Pearland supporting him twice. He considers it an honor and a privilege to have sat on the Council. His decision to not seek reelection was an easy one to make. He made the decision to spend more time with his family and church. He thanked his wife and family for allowing him the time to serve for the past years which have allowed him to grow and appreciate his family and church even more. He will miss the open debate in the spirit of the best interest of the City. Without difference of opinion, it wouldn't be an exercise in the democratic process that we have all come to love and enjoy. He considers it an honor and a pleasure to have served with his fellow Councilmembers and calls each of them a friend. He has grown incredibly over the last six years and would like to think that he has given back to the community and honored the Council. He knows that he made mistakes and he Page 2 of 3 — 7/11/2011 pledges to carry with him many things that he learned. He put himself into the process i and tried to make it better, more clear, and more fair. He would like to remember many J people in his journey. He would like to remember Charles Viktorin for saying that even though they weren't getting along he would appreciate him serving on the Council. There could also not be a finer man than City Secretary Young Lorfing to serve the City as a consistent and reliable person. Kevin Cole has an incredible corporate memory and he considers him very much a friend. Mayor Tom Reid is a friend with the gifts of vision and leadership who has chosen to use them both very wisely. It has also been a privilege to work with City Manager Bill Eisen through the years and he looks up to him as a mentor and a doer of good. He believes Mr. Eisen serves the City of Pearland well and he is proud to call him the City Manager. There are many people in the room that have touched his life and it has been the best privilege he has had to get to know the people around the City. Mayor Reid stated Councilmember Saboe has made many great contributions to the City and will always be remembered. COUNCIL ACTION – ELECTION OF MAYOR PRO -TEM. City Council. Mayor Pro -Tem Sherman made the motion, seconded by Councilmember Owens, to nominate Councilmember Ed Thompson to serve as Mayor Pro -Tem. Voting "Aye" Sherrouse, Kyle, Thompson, Sherman, and Owens.
