IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the meeting to order at 6:00 p.m. with the following present: Mayor Tom Reid Councilmember Woody Owens Councilmember Scott Sherman Councilmember Susan Sherrouse Councilmember Felicia Harris City Manager Bill Eisen City Attorney Darrin Coker City Secretary Young Lorfing Absent Mayor Pro -Tem Ed Thompson. Others in attendance: Jon Branson Assistant City Manager; J.C. Doyle Police Chief; Roland Garcia Fire Marshal, Mike Hodge Assistant City Manager; Claire Bogard, Director of Finance, Micelle Smith, Kelly Sears Interim Emergency Medical Services Director, Vance Riley Director of Fire Services, Johnny Spires Assistant Police Chief, June Ellis, Finance Budget Officer. PURPOSE OF HEARING — PUBLIC COMMENT AND TESTIMONY REGARDING THE PROPOSED 2011 TAX RATE FOR THE 2011— 2012 BUDGET. Mr. Bill Eisen, City Manager. STAFF REVIEW OF THE PROPOSED 2011 TAX RATE FOR THE 2011 — 2012 BUDGET. Mr. Bill Eisen, City Manager. City Manager Bill Eisen stated there have been two previously held public hearings with regards to the proposed budget for the 2011-2012 Fiscal Year. Also beginning tonight we are holding two additional Public Hearings related to the proposed tax rate. For this evening the public hearing will concentrate on the proposed tax rate and the effect of that tax rate on the citizen and the community. CITIZEN COMMENTS Page 1 of 2 — 9/07/2011 Tim Daigle, 1209 Pine Field Court, stated he feels the need to reiterate the importance of �- the soccer fields, and to mention they are not only parks. They will also generate revenue to the community. He further stated that he recognizes these are tough decisions but it is going to be a good thing in which all will benefit from. COUNCIL/STAFF DISCUSSION Councilmember Felicia Harris submitted for the record that she wished to incorporate by reference the entire comments made by her in the meeting last week with respect of the sales of the new bonds in 2012.
