Mayor Reid called the meeting to order at 6:35 p.m. with the following present:

PURPOSE OF HEARING — PROPOSED ANNEXATION OF OF APPROXIMATELY
589 ACRES (AREA 5.)
589 ACRES OF LAND, MORE OR LESS, AREA GENERALLY LOCATED WEST OF
SH 35, EAST OF THE RAILROAD, SOUTH OF HASTINGS FIELD ROAD AND NORTH
OF HASTINGS CANNON ROAD. (AREA 5)
STAFF REVIEW OF THE FEASIBILITY PLAN AND SERVICE PLAN:
Planner II Evan Duvall stated should the City go through the annexation of the
approximate 589 acres the zoning will follow the annexation. The proposed area
includes oil wells, single family homes, mobile homes and industrial uses. There is
ability to have an agricultural exemption or development agreement with the City for
agricultural land being annexed. The City also hosted an Open House, mailed out
certified letters, and did a walk through to place door hangers along with letters inviting
resident to meet one on one with staff. Common comments from the resident have
been that services offered by the Volunteer Fire Department, and Brazoria County is
satisfactory. The residents are satisfied with current septic systems and water wells.
Concerns voiced by residents include police and fire services, paying taxes with little
return and animal restrictions.

Sarah Fusig, 18613 CR 414a, Alvin, Texas 77511, addressed Council and stated she is
opposed to the annexation and is concerned about finances in this economy. Ms. Fusig
stated she also feels the roads are better maintained by the County. The animal
restrictions concern her and the fact that her children will lose out on the responsibility
of caring for them. She commended the Fire Department on a good job; however, she
feels the Police Department failed to properly alert residents of an alarming incident in
the past.
Jim Williford, 9180 CR 414, Alvin, Texas 77511, addressed Council and stated he has
been a resident of Pearland for 33 years and he has attended all Workshops and
meetings. He stated he is still 100 % against the proposed annexation. The City of
Pearland newspaper is currently conducting a survey. This morning it was seventy-one
percent against annexation and twenty-one percent for annexation and eight percent
undecided. Council should consider this information when making a decision to annex.
Henry Runyon, 8606 CR 414, addressed Council and stated he believes the City will not
do a good job and is against the annexation. Mr. Runyon stated he witnessed City
employees patching up the street where there is asphalt and not where the holes are.
He compliments the County for doing a good job. He further feels that the City has not
done a good job with the annexations in the past and is against the annexation.
COUNCIL/STAFF DISCUSSION:
Councilmember Thompson requested additional information regarding the zoning of
residential and to what extent zones were discussed at the meeting.
Planner II Evan Duvall stated that during the Open House, Staff did briefly discuss the
intentions for the property. In terms of what is annexed, the City has basic zoning for
property of SD. After the Public Hearing process, the property owners and those
affected will have an opportunity to speak before City Council and the Planning and
Zoning Committee.
Discussion ensued between City Council and Planning Director Lata Krishnarao
regarding the proposed annexation.
